| المستخلص: | من المعروف أن الدولة العراقية قد أسست في ٢٣/ أب/١٩٢١ وهو تاريخ تتويج الملك فيصل الأول، حيث تم تشكيل الحكومة العراقية التي ضمت عددا من الوزارات وبضمنها وزارة الأوقاف التي أخذت على عاتقها مهمة إدارة الموقوفات في العراق، وكان من صميم عمل هذه الوزارة تشكيل مديريات ومأموريات للأوقاف في مدن العراق كافة وبضمنها مديرية أوقاف كربلاء. فقد ضمت هذه المدينة المقدسة موقوفات وأوقاف كثيرة، يأتي على رأسها العتبات المقدسة والمقامات والموقوفات المضبوطة وغير المضبوطة، وكان من الضروري وجود مرجعية يقع على عاتقها إدارة وتنظيم كل ما يتعلق بها، لذا أنشأت لها مديرية خاصة عرفت باسم (مديرية أوقاف كربلاء). قسم البحث على ملخص وتمهيد وثلاثة مباحث وخاتمة، تطرق الملخص فيه إلى توضيح ماهية البحث ومباحثه، وجاء التمهيد ليتطرق إلى جذور تشكيل مديرية أوقاف كربلاء وأعمالها قبل تأسيس الدولة العراقية، والتي عدت اللبنة الأولى لتشكيل هذه المديرية وطبيعة الموقوفات وأنواعها، ثم تطرق المبحث الأول منه إلى الهيكلية الإدارية لمديرية أوقاف كربلاء ونشاطاتها وأهم أعمالها للمدة ١٩٢١ - ١٩٥٨، وأشار المبحث الثاني إدارة الأوقاف في كربلاء للمدة ١٩٢١- ١٩٥٨، أما المبحث الثالث فقد تطرق إلى الشؤون المالية لمديرية أوقاف كربلاء ١٩٢١- ١٩٥٨، ثم جاءت الخاتمة لإيجاز أبرز نشاطات مديرية أوقاف كربلاء الفعالة منها خلال هذه الفترة. ختاما أنى لا ادعي الكمال في بحثي هذا فالكمال لله تعالى وحسبي أني قدمت بحثا تاريخيا ووثائقيا قد يرفد مكتباتنا العراقية ببعض المعلومات المتعلقة بشؤون الأوقاف ضمن تأريخ العراق المعاصر. It is well-known the Iraqi State was established on 23rd August, 1921, and it is the same date of crowning King Faisal the first. The Iraqi government was formed including the Ministry of Religious Endowments to manage the endowments in Iraq. Many directorates emerged from this Ministry in Iraqi cities including the Directorate of Endowments of Karbakla’a. As an application to the laws of Islam, many endowments spread. The Directorate of Endowments of Karbala’a was distinguished with Holly Shrines and other accurate and non-accurate endowments, so the existence of a religious reference was important so that it takes on its shoulder managing and organizing everything related to those endowments, a task that the Directorate of Karbala was able to do. The research was divided to an introduction, a preface، three topics and a conclusion. The introduction discusses to what is the research and its topics. While the preface went to reveal the roots of forming the Directorate of Endowments of Karbala’a and its duties before the royal reign and it was the first brick to form this directorate in the present time. The first topic discussed the administrative structure of the directorate and its departments and activity of each department. The second topic referred to the management of the accurate and non-accurate endowments. This divided into two types. First managing the Holy Shrines from one side and managing the other endowments by those who are responsible for that. The third topic talked about the financial issues in the directorate then the conclusion summarized the activities of the directorate in recent days. Finally, I am not claiming perfection in my research as it is a unique feature of Allah. I tried to introduce a historical and documentary search and I hope it will be useful for enriching Iraqi libraries with some information about the history of endowments in Iraq. |
