| المستخلص: | تبحث هذه الدراسة في ما ترتبه تلك الجدلية التاريخية بين المركزية واللامركزية على مستوى الإدارة المحلية من علاقة الأولى بالثانية حيث أن من يمثل الأولى هو المعين، أما الثانية فيمثلها المنتخب المحلي هذه العلاقة التي تحمل الكثير من الجدل لغموضها وعدم وضوحها بشكل دقيق من حيث الرقابة المتبادلة والتأثر والتأثير بينهما الأمر الذي يلقي بضلاله على إدارة الجماعات المحلية التعبير إن سلبا من حيث التجاذب في التسيير والتنفيذ أو إيجابا من حيث التكامل والتنسيق. This study investigates the historical dialectic between centralization and decentralization at the level of local administration from the relation of the first one with the second one, the first one being represented by the elected representative and the second one being represented by the local voter. This relationship carries much controversy for its ambiguity in terms of mutual control and impact, which casts a shadow on the management of local communities. The expression is either negative in terms of attracting management and implementation or positive in terms of integration and coordination. Cette étude examine la dialectique historique entre centralisation et décentralisation au niveau de l’administration locale du point de vue de la relation de la première avec la seconde, la première étant représentée parl’éluet la secondeétant représentée par l’électeur local. Cette relationsuscite une controverse quant à son ambiguïtéen termes de contrôle mutuel et d’influence réciproque, ce qui jette une ombre sur la gestion des communautés locales. L'expression est soit négative en termes d'attraction de la gestion et de la mise en œuvre ou positive en termes d'intégration et de coordination. |
