| 520 | |a تحاول هذه الدراسة تسليط الضوء على أحد أهم التحديات التي تواجهها الدول النامية من أجل المضي قدما في بناء اقتصاداتها الوطنية وإثبات وجودها على الساحة الدولية، وهي افتقارها للتكنولوجية الملائمة التي تؤهلها لبناء اقتصاد قوي غير تابع، وكل هذا يرجع بالأساس إلى غياب استراتيجية تنموية تثمن العنصر البشري والكوادر الوطنية المؤهلة لقيادة عملية التنمية في تلك الدول، وهذا ما تم إسقاطه على الاقتصاد الجزائري في بعض المؤشرات. |b This study attempts to shed light on one of the most important challenges that developing countries face in order to move forward in building their national economies and prove their presence on the international scene, which is their lack of appropriate technology that qualifies them to build a strong, non-dependent economy. This is mainly due to the absence of a development strategy that values the human element and national executives qualified to lead the development process in those countries, and this is what has been projected on the Algerian economy in some indicators. |d L’étude tente de faire la lumière sur l’un des plus importants défis auxquels font face les pays en développement afin d’aller de l’avant dans la construction des économies nationales et de prouver sa présence sur la scène internationale, un manque de technologies appropriées, qui les qualifie pour bâtir une économie forte est maintenue (indépendant et tout cela est principalement dû à l’absence de stratégie de développement que les valeurs de l’élément humain et cadres nationaux qualifiés pour diriger l’élaboration du processus dans ces pays et c’est ce qui a été appliqué sur l’économie algérienne dans certains indicateurs. | ||
