| المستخلص: | ونظرا للمشاكل الكبيرة التي يعاني منها مجمل القطاع الصناعي في العراق وبالأخص القطاع الصناعي العام والتي نجمت عن الظروف غير الطبيعية التي مر بها العراق خلال العقود الماضية وخاصة في الجانب السياسي والأمني مما انعكس سلبا على قطاعات الاقتصاد كافة ومنها القطاع الصناعي العام وكان للسياسات التي اعتمدت من قبل الجهات الإدارية والاقتصادية المسؤولة عن هذا القطاع في حرمانه من العمل في ظل جو من المنافسة وزاد الأمر سوءا بعد عام 2003م، بفعل الإجراءات غير المنطقية التي تعاملت بها الإدارات الاقتصادية مع قطاع الصناعة التحويلية في العراق مما ساهم في أضعاف فاعلية هذه الصناعات وضعف إنتاجيتها وعدم قدرتها على المنافسة في السوق المحلية. يهدف البحث إلى إبراز دور ومفهوم العناقيد الصناعية وأهميتها وخصائصها، تحليل وبيان فرص تطبيق العناقيد الصناعية في العراق. وقد استنتج البحث أن العناقيد الصناعية شكلا ناجحا للعلاقات التشابكية بين المشروعات المختلفة، ويعتمد نجاحها على وجود ترابط قوي. وقد أوصى البحث إلى اقتراح بعض الحلول التي تتناسب مع إمكانيات العراق المادية ومتطلبات المرحلة، والتي تكمن في ضرورة دعم الدولة لتطوير العناقيد الصناعية لما يمكن أن تحققه هذه العناقيد من أثر على الأداء الاقتصادي للدولة من خلال توفير بنية تحتية داعمة لنمو العناقيد الصناعية. And in view of the great problems that the entire industrial sector in Iraq suffers from, especially the public industrial sector, which resulted from the abnormal conditions that Iraq went through during the past decades, especially in the political and security aspects, which negatively affected all sectors of the economy, including the public industrial sector. The administrative and economic authorities responsible for this sector prevented it from working in an atmosphere of competition, and the matter got worse after 2003, due to the illogical measures that the economic departments dealt with the manufacturing sector in Iraq, which contributed to weakening the effectiveness of these industries, their weak productivity, and their inability to Competition in the local market. The research aims to highlight the role and concept of industrial clusters, their importance and characteristics, analyze and explain the opportunities for applying industrial clusters in Iraq. The research concluded that industrial clusters are a successful form of networking relationships between different projects, and their success depends on a strong interdependence. The research recommended to propose some solutions that are commensurate with Iraq's material capabilities and the requirements of the stage, which lies in the necessity of supporting the state to develop industrial clusters because of the impact that these clusters can achieve on the economic performance of the state by providing an infrastructure that supports the growth of industrial clusters. |
