| المستخلص: | يعتبر مفهوم الحكومة الإلكترونية من المفاهيم الحديثة التي تعكس سعي الحكومات من خلال تطبيقه إلى إعادة ابتكار نفسها لكي تؤدي مهامها بشكل فعال يتناسب مع التطور السريع لأنظمة وشبكات الاتصال والثورة التقنية الحاصلة، التي أوجبت على الإدارات الحكومية أن تستفيد من التقدم التكنولوجي في تعاملاتها مع الأفراد على نحو يحقق لتيسير في الإجراءات، والارتقاء بكفاءة الأداء، فتطبيق مفهوم الحكومة الإلكترونية يعد تحول جذري في الطرق التي تتبعها الدول لإدارة أجهزتها الإدارية ومرافقها العامة التي تمثل المظهر الإيجابي للدولة ومن خلالها تتدخل الدولة بشكل مباشر وغير مباشر لإشباع الحاجات العامة للجماهير، يحكم عملها مبادئ مشتركة يعد أهمها مبدأ استمرارية عمل المرفق العام بانتظام واطراد والتي تجلى أثر تطبيق مفهوم الحكومة الإلكترونية. بالتأكيد عليه بشكل واضح، من خلال أسلوب العمل الإلكتروني وجعل خدمات المرافق العامة تقدم من خلال بوابات الخدمات الإلكترونية التي تقدم خدماتها على الشبكات الإنترنت على مدار 24 ساعة، بشكل يستطيع الفرد الحصول على الخدمة المرفقية أو المعلومات الرسمية ليطلع على قانون أو الإجراءات التي يسعى إليها في أي وقت يشاء. The concept of e-government is one of the modern concepts that reflects the efforts of governments through its application to reinvent themselves in order to perform their tasks effectively in line with the rapid development of communication systems and networks and the technological revolution taking place, which necessitated government departments to benefit from technological progress in their dealings with individuals in an appropriate manner. It achieves facilitation in procedures and upgrading the efficiency of performance. The application of the concept of government is a radical transformation in the ways in which states follow to manage their administrative bodies and public utilities, which represent the positive aspect of the state and through which the state intervenes directly and indirectly to satisfy the general needs of the masses. Its work is governed by common principles, the most important of which are business continuity principle The public utility regularly and steadily, which manifested the impact of the application of the concept of e-government by emphasizing it clearly, through the electronic method of work and making public utility services provided through electronic service portals that provide their services on the Internet 24 hours a day, in a way that the individual can obtain the attached service or Official information to be informed of the law or procedures that he seeks at any time he wants. |
