| المستخلص: | يتناول مقالنا المعنون بـ "المحلات المعدة للسكنى في ضوء الأزمات- الواقع والمآل" مختلف التحديات والإكراهات التي يتعرض لها هذا النوع من العقارات في ظل الظرفية الحالية، هذه الأخيرة التي تتأرجح بين حالة الطوارئ الصحية الناجمة عن تفشي وباء كورونا كوفيد19 من جهة أولى، وما بين أزمة التضخم العالمية الناجمة عن الحرب الروسية الأوكرانية من جهة أخرى. لقد حاولنا معالجة مقالنا هذا بين كل ما هو نظري صرف وتطبيقي محض، من أجل سعينا إلى الجمع بين المنظور القانوني (سواء أكان قانونا خاصا أو عاما)، وبين ما يشكل في حد ذاته عنصرا اقتصاديا بطبيعته. وفي ختام المقال أدرجنا جملة من الاقتراحات لتفادي تكرار نفس الأزمات التي يتخبط فيها جل الفاعلين داخل الحقل المتعلق بالمحلات المعدة للسكنى. Our article entitled “Premises prepared for housing in light of crises – reality and fate” deals with the various challenges and constraints that this type of real estate is exposed to in light of the current circumstance, the latter of which fluctuates between the health emergency resulting from the outbreak of the Corona Covid19 epidemic on the one hand, and what Between the global inflation crisis caused by the Russian-Ukrainian war on the other hand. We have tried to deal with our article in this article between everything that is purely theoretical and purely applied, and for that we have sought to combine the legal perspective {whether private or public law}, and what constitutes in itself an economic element in nature. At the end of the article, we included a number of suggestions to avoid the recurrence of the same crises in which most of the actors are floundering within the field related to the shops intended for housing. |
