| المستخلص: | هدف البحث رصد بعض معوقات رقمنة التعليم قبل الجامعي للحد من الفساد الإداري وكيفية مواجهتها، واستخدم البحث المنهج الوصفي، وتم تطبيق الاستبانة على عينة مكونة من (١٣٥٩) فردأ من مديري الإدارات والمديرين والمعلمين القائمين على رأس العمل بمدارس التعليم قبل الجامعي بمحافظة الدقهلية، وانتهى البحث إلى عدة مقترحات لمواجهة المعوقات التي تحول دون رقمنة التعليم قبل الجامعي للحد من الفساد الإداري، وتتمثل في: إيجاد آليات إلكترونية لرصد تواطؤ بعض المسئولين في المؤسسات التعليمية مع الفاسدين والمنحرفين، أن تستخدم المدرسة أنظمة المراقبة الإلكترونية أثناء الامتحانات، أن تحرص إدارة المدرسة على نشر المعلومات المتعلقة بخطط الإنشاءات الجديدة على موقع المدرسة، أن تضع المدرسة برامج رقمية لتنفيذ أي تعليمات صادرة عن الإدارات العليا، بما يمنع التحايل في تنفيذ تلك التعليمات، أن تعتمد المدرسة نظام التوقيع الإلكتروني في حضور وانصراف العاملين، إيجاد أنظمة إلكترونية لتتبع تدفق الموارد الواردة والصادرة بين مختلف المستويات التنظيمية من الحكومة المركزية إلى الإدارات والمدارس، توفير أجهزة حاسب بمواصفات تمكن من تطبيق الإدارة الإلكترونية، توفير بنية تحتية متطورة للاتصالات السلكية واللاسلكية، توفير شبكة اتصال تربط بين الطالب والإدارة، تمكن من رصد حالات الغش في الامتحانات، إيجاد شبكة إلكترونية داخلية تربط الإدارة بالعاملين لمتابعة أدائهم، توفير شبكة اتصال للتنسيق بين الجهات الرقابية والقانونية والمحاسبية والأمنية في التعليم. The aim of the research is to monitor some of the obstacles to digitizing pre-university education to reduce administrative corruption and how to confront them. The research used the descriptive approach, and the questionnaire was applied to a sample of (1359) individuals from the directors of departments, principals and teachers who are on-the-job in pre-university education schools in Dakahlia Governorate, and the research ended To several proposals to confront the obstacles that prevent the digitization of pre-university education to reduce administrative corruption, which are: Creating electronic mechanisms to monitor the complicity of some officials in educational institutions with corrupt and perverted persons, that the school uses electronic monitoring systems during exams, that the school administration is keen to disseminate information Related to new construction plans on the school’s website, that the school develop digital programs to implement any instructions issued by higher administrations, in order to prevent fraud in the implementation of those instructions, that the school adopt an electronic signature system in the presence and departure of employees, creating electronic systems to track the flow of incoming and outgoing resources between different Organizational levels from the central government to departments and schools, providing computers with specifications that enable the application of Electronic administration, providing an advanced infrastructure for wired and wireless communications, providing a communication network between the student and the administration, enabling the monitoring of cases of cheating in exams, creating an internal electronic network linking the administration with employees to follow up on their performance, providing a communication network for coordination between the regulatory, legal, accounting and security authorities in education. |
