| المستخلص: | تعد منحة الزوجة والأبناء في ليبيا التي تعطى من وزارة الشؤون الاجتماعية هي عبارة عن منحة لتحسين مستوى دخل الأسر تطبيقا لما نص عليه القانون الليبي رقم (27) لسنة 2013، وبما أن لكل أسرة دخل قد يكون هذا الدخل مناسبا لسد احتياجات الأسر، وقد يكون غير مناسب لسد احتياجاتهم، إلا أن القانون السالف الذكر وضح بأن يصرف إلى كل الأسر بأشكالها المختلفة وفق ضوابط وشروط وإجراءات تسهل هذه الإجراءات إلى مستحقيها. فقد تمكنت في هذ البحث من توضيح الخطوات الإجرائية لتأسيس علاوة الزوجة والأبناء، وكذلك توضيح الجهات الاعتبارية التي ساهمت في إنجاح مشروع علاوة الزوجة والأبناء والتي تسلسلت حسب التكليف الموجه إليها خلال الفترة التأسيسية لمشروع منحة الزوجة والأبناء. كما بين الباحث القيم المالية المصروفة لإنجاح المشروع استنادا للتقارير والمراسلات الصادرة عن وزارة الشؤون الاجتماعية. وقد توصل البحث إلى مجموعة من الاستنتاجات أهمها: (لم تبنى فكرة صرف علاوة الزوجة والأبناء على دراسات علمية معمقة تبرر من خلالها أهمية صرف هذه المبالغ والفئات المحددة لها)، كما أوصى الباحث إلى عدد من التوصيات والمقترحات التي تتعلق بموضوع البحث وتساهم في إثرائه. The role of the wife and children grant in improving the economic situation of the Libyan family An evaluation study of the legislation issued in this regard from "2013 AD- 2014 AD". The grant for the wife and children in Libya, which is given by the Ministry of Social Affairs, is a grant to improve the income level of families in application of what was stipulated in Libyan Law No. (27) of 2013, and since each family has an income, this income may be appropriate to meet the needs of families, and it may not be It is appropriate to meet their needs, but the aforementioned law clarified that it should be disbursed to all families in its various forms, according to controls, conditions, and procedures that facilitate these procedures for those who deserve it. In this research, I was able to clarify the procedural steps for establishing the wife and children allowance, as well as clarifying the legal entities that contributed to the success of the wife and children allowance project, which were sequenced according to the assignment addressed to them during the founding period of the wife and children grant project. The researcher also showed the financial values spent for the success of the project based on the reports and correspondence issued by the Ministry of Social Affairs. The research reached a set of conclusions, the most important of which are: (The idea of disbursing the allowance for the wife and children was not based on in-depth scientific studies that justify the importance of disbursing these amounts and the specific categories for them). |
