| المستخلص: | إن علاقة المجتمع المدني بالدولة في الجزائر تكتسي طابعا متميزا نظرا إلى العديد من المؤشرات والأسباب الاجتماعية والسياسية والاقتصادية التي شهدها النظام السياسي الجزائري في مختلف المحطات التاريخية، فأحيانا تتسم هذه العلاقة بالتعاون وتساند المصالح المشتركة، بيد أنها في غالب الأحيان تتميز بالفتور والتوتر وتضارب المصالح. وما بين جذب وتنافر، تعاون وصراع، تبقى تنظيمات المجتمع المدني من أهم المؤسسات المجتمعية التي تملأ المجال بين الدولة أو الحكومة وبين أفراد الشعب أو المواطنين، إذ تمنح الفرصة للفرد لممارسة الديمقراطية التشاركية من أجل النهوض بالتنمية المحلية، من خلال السماح له بالانضمام طوعا وبكل حرية وإرادة تحت لواء المجتمع المدني بكل منظماته، وأداء مهام وأدوار اجتماعية وسياسية هامة من شأنها أن تسهم في بناء الوطن وتحسين معيشة المواطنين. The relationship of civil society with the state in Algeria is of a distinct character due to the many indicators and social, political and economic reasons that the Algerian political system witnessed in various historical stations. Sometimes this relationship is characterized by cooperation and supports common interests, but it is often characterized by apathy, tension and conflict of interests. Between attraction and discord, cooperation and conflict, civil society organizations remain among the most important societal institutions that fill the space between the state or the government and the people or citizens, as they give the individual the opportunity to practice the participatory democracy in order to advance local development, through By allowing him to join voluntarily and freely under the banner of civil society with all its organizations, and to perform important social and political tasks and roles that would contribute to building the nation and improving the lives of citizens. |
