| المستخلص: | لا تمثل التنمية المستدامة ظاهرة جديدة فالاهتمام بالبيئة والمحافظة على مواردها وتنميتها أمر يروم بنو البشر من أجله منذ القدم وخير مثال على ذلك هو العلامات الموجودة في الكتب السماوية التي تحث على العلاقة الصحيحة بين النشاط البشري والبيئة الطبيعية التي يعيش فيها مدى الاهتمام بالطبيعة وعناصرها وتوازنها والأرض وكائناتها الحية وكذلك الأحاديث النبوية الشريفة التي تدعو إلى التعامل الرشيد مع موارد الأرض (الماء والمراعي) ونبذ الهدر والمخلفات في الآونة الأخيرة، كان هناك انخفاض في المساحات الزراعية وتدهور في القطاع الزراعي بسبب التغيرات المناخية، وانتشار الجفاف في العديد من الدول المجاورة، وإحجام المزارعين عن العمل في الزراعة، بالإضافة إلى التوسع العمراني على حساب الأراضي الزراعية مما ساهم بشكل كبير في تعرض الأراضي الزراعية للتصحر وتدهور العملية الإنتاجية الزراعية. أن غياب الرؤية الواضحة والشفافية وسوء الإدارة والحروب اقتصادية والسياسات الخارجية لدول الجوار يعيق كميات كبيرة من إمدادات المياه، فضلا عن قلة هطول الأمطار، مما أدى إلى زيادة التصحر والتلوث البيئي. كل هذه الأسباب أثرت بشكل كبير على القطاع الزراعي. وهو ما دفع الباحثين من خلال هذه الدراسة إلى إظهار أهم المعوقات التي تواجه هذا القطاع الحيوي في العراق باعتباره العمود الفقري للتنمية الزراعية المستدامة، ومن ثم تطوير حلول قابلة للتحقق وفق الإمكانيات المتوفرة فيه. لقد باتت الحاجة إلى التنمية ضرورة لجميع القطاعات الاقتصادية التي يعرفها المجتمع اليوم، وبما أن التنمية المستدامة هي حلقة الوصل بين تنمية الزراعة وبقية العلم والمعرفة ودوائرها، وهي المحفز لتطوير القوى المنتجة وخاصة الطبقة الفقيرة منهم وذلك لتطوير الاقتصاد الزراعي، فإن التخطيط الصحيح إذا ما استخدم في تحقيق التنمية الزراعية المستدامة في العراق سيحقق نقلة نوعية في هذا الجانب، مما يعمل على توفير الإنتاج الزراعي المحلي والمساهمة في الأمن الغذائي للسكان العراقيين، الحاضر والمستقبل، مع ضمان استمراريته واستمراريته للأجيال القادمة. وسيسهم ذلك في المستوى اقتصادي للسكان، وتحقيق التنمية المكانية، وربط الصناعة والزراعة والتجارة وغيرها من العلوم بالأمن والسلام والسيادة الوطنية. Sustainable development does not represent a new phenomenon. Taking care of the environment and preserving and developing its resources is something that man has striven for since ancient times. The best example of this is the signs in the heavenly books that urge the right relationship between human activity and the natural environment in which he lives. The extent of interest in nature, its elements, its balance, the land and its living organisms, as well as the honorable hadiths of the Prophet that call for rational dealing with the earth’s resources (water, pastures) and the rejection of waste and waste. Recently, there has been a decrease in agricultural areas and a decline in the agricultural sector due to climate changes, the prevalence of drought in many neighboring countries, and the reluctance of farmers to work in agriculture, in addition to urban expansion at the expense of agricultural lands, which contributed significantly to the exposure of agricultural lands to desertification and the deterioration of the agricultural productive process. The absence of a clear vision, transparency, mismanagement, economic wars, and foreign policies of neighboring countries block large quantities of water supplies, as well as the lack of rainfall, which led to an increase in desertification and environmental pollution. All these reasons greatly affected the agricultural sector. This prompted the researchers, through this study, to show the most important obstacles facing this vital sector in Iraq as the backbone of sustainable agricultural development, and then to develop verifiable solutions according to the capabilities available in it. The need for development is a necessity for all economic sectors and for every angle of society, and since sustainable development is the link between the development of agriculture and the rest of science and knowledge and its circles, and it is the catalyst for the development of productive forces, especially the poor in the agricultural economy, then correct planning if used in achieving sustainable agricultural development in Iraq will achieve a quantum leap in this aspect, which works to provide local agricultural production and contribute to the food security of the Iraqi population, present and in the future, while ensuring its permanence and continuity for future generations. This will contribute to raising the economic level of the population, achieving spatial development, and linking industry, agriculture, trade and other sciences with security, peace and national sovereignty |
