| المستخلص: | تعد الاستشارة عملية حيوية ترافق القرار الإداري وتضمن عملية تنفيذه بطريقة سليمة، ولن يكون للعملية الاستشارية قيمة إلا إذا صدرت عن جهاز استشاري له من المعايير ما يكفل له إخراج العملية الاستشارية في حلة تقنية وفنية تسعف الإداري في تخطي المعضلات والمشاكل التي تواجهه، من هذا المنظور كان استحداث المرصد الوطني للمرفق العام خطوة ترمي لتحقيق الفعالية في تسيير المرافق العمومية إن كانت وطنية أو محلية، أستحدث في إطار زمني عرف حركية غير مسبوقة في ظهور أشكال مؤسساتية تنفيذية وأخرى استشارية مساعدة على اتخاذ القرار وداعمة للمرافق العمومية مهما تعددت واختلفت المسميات يبقى الغرض والمبتغى واحد هو خلق فضاء مؤسساتي يعمل على تعزيز مبدأ المشاركة في تسيير المرافق العمومية بطريقة مباشرة أو غير مباشرة consultation is a vital process that accompanies the administrative decision and ensures its implementation in a sound manner, and the advisory process will have no value unless it is issued by a consultative body that has standards to ensure that the advisory process is produced in a technical and technical suit that assists the administration in overcoming the dilemmas and problems facing it, from this perspective. The creation of the National Observatory for the Public Utility was a step aimed at achieving efficiency in the management of public utilities, whether national or local. It was created within a time frame that defined unprecedented dynamism in the emergence of institutional, executive and advisory forms that assist in decision-making and support public utilities, no matter how many and different names they are, the purpose remains and The goal is one, and that is to create an institutional space that works to enhance the principle of participation in the management of public utilities, directly or indirectly. |
