| المستخلص: | المجتمع المدني مقولة ومفهوم أصبح رائجا في الخطاب السياسي العربي، إلا أنه لم يحظ بالتدقيق المنهجي والنظر الرصين، وإنما تحول إلى أداة تحليل آلي، هشة المرتكز ومبهمة الدلالة، فأحيانا نستخدمه كمرادف لنموذج الدولة التي تعتمد التعددية الحزبية، وتارة أخرى يعبر عن مجموعة التشكيلات والتنظيمات التحديثية من أحزاب ونقابات وجمعيات غير حكومية، ولو أن أغلبية مفكرينا يميلون إلى استخدام كلمة "المجتمع المدني للتعبير عن القطب الاجتماعي الموازي للسلطة المركزية، إلا أن الوظيفة الرئيسية للمجتمع المدني هي تكريس القيم السياسية من خلال بناء قاعدة تعاضد اجتماعي توازي شمولية الدولة وتحد من سلطتها على الأفراد ومنه ثمة يمكن تأسيس الفكر السياسي القائم على إشكالية الصلة بين الفرد من حيت هو ذات مطلقة الحرية كاملة الإرادة، والدولة من حيث هي فضاء الحقل العمومي. ومنه يأتي السؤال الأساسي المرتبط بمقولة المجتمع المدني هو: - هل على الدولة أن تجسد وتعكس طبيعة الخارطة المجتمعية التي تتسم بضرورة تصادم المصالح وتضاربها بما ينجر عن هذا الخيار من غلبة طبقة أو فئة بعينها، أو أنها قادرة على أن تشكل رحم انتماء قومي جامع يتجاوز الخصوصيات ورهان المصالح؟ Civil society, a concept and a statement which is commonly and largely used in the Arabic political speech not because it was not subject of an accurate methodology or a thoughtful vision but simply because it has inadvertently become today a fragile mechanical analysis tool based upon a complex and unclear meaning. We sometimes use it a synonymous of the pluralism state pattern and sometimes is used to describe the global retrofit organisations and formations of non gouvernemental parties ,associations and trade unions even if most of our intellectuals and thinkers tend to use civil society to the social pole that plays a parallel role to the centrally legitimate authority. However the civil society main function is to devote political values through a strong social solidarity base that goes parallelly to tally with the inclusiveness of the state and limit its authority on the individuals this will definitively help to establish a political thought set upon the link between the individuals as a full will and an absolute liberty subject and the state as a space of the public sphere and therefore this will come up with the following basic question relevant to the civil society, Has the state to embody and reflect the nature of the map society which has to feature the clashes and conflicts of its interests that may lead to the dominance of a class or a category or will it be able to form a unified womb of national integrity that goes beyond the peculiarities of the individuals and their interests? |
