| المستخلص: | يهدف هذا التحليل الاستراتيجي المقتضب إلى تسليط الأضواء البحثية والتحليلية على اتفاق لم الشمل الفلسطيني في الجزائر في سياقات فلسطينية وجزائرية وإقليمية ودولية. هذا الاتفاق بكل ما فيه من مسارات وبنود وجهود لا يمكن فهمه إلا إذا أخذنا بعين الاعتبار الظروف المرتبطة مع التوقيت، ومصالح اللاعبين الإقليميين، وفرص النجاح والفشل في ضوء استمرار حالة الانقسام في فلسطين وديمومة الأزمة الحزبية والاستقطابات المرافقة لهذه الحالة، وجاءت المبادرة الجزائرية امتدادا للمبادرات السابقة الفاشلة رغم أنها اختلفت عنها من حيث الظروف والسياقات والرغبات وإمكانيات النجاح في ضوء متغيرات مرتبطة مع الفلسطينيين وبدولة الاحتلال والوضع العربي عموما. واعتمد هذا التحليل الاستراتيجي على إعادة قراءة الصورة الشاملة للمصالحة الفلسطينية بعد العديد من المبادرات وفشل المحاولات لإصلاح ذات البين بين الفرقاء. وقد خلص التحليل إلى أن المبادرة الجزائرية لم تختلف كثيرا عن سابقاتها من حيث الخطوط العريضة رغم اختلاف الظروف، كما أوصى بأهمية أن يكون هناك خطة بديلة في حال فشل التطبيق أو التنفيذ. This strategic analysis aims to shed research and analytical light on the Palestinian reunification agreement in Algeria in Palestinian, Algerian, regional, and international contexts. The agreement, with all its paths, clauses, and efforts, can only be understood if we consider the circumstances associated with the timing. The interests of the regional players also were considered. The analysis explores the chances of success and failure in light of the state of Palestinian political division, the persistence of the partisan crisis, and the polarization. The Algerian initiative was an extension of many previous initiatives. However, it differed in terms of circumstances, contexts, desires, and possibilities of success in the light of variables associated with the Palestinians, Israel, and the Arab situation. This strategic analysis relied on re-reading the overall picture of Palestinian reconciliation after many initiatives and failed attempts to reconcile the parties since 2007. The analysis concluded that the Algerian initiative was similar to its predecessors in broad lines, despite the different circumstances. However, it also recommended the importance of having an alternative plan in the event of failure of implementation |
