| المستخلص: | إن مبـدأ الاسـتقلالية يمثـل حجر الزاوية لعمل أي جهاز تنظمي مستقل ينظم العمل الإداري في الدولة بما من شأنه ضمان استمرارية سير المرافـق العامة بانتظام واضطراد، سيما مجلس الخدمة العامة الاتحادية وبما يضمن تحرير الوظيفة العامة "من التسيس والتحزب وبناء دولة المؤسسات وتشكيل مؤسسة مهمتها تطوير العمل في دوائر الدولة وبلورة القواعد والأسس السليمة وتأمين العدالة والحيادية وضمان معايير الكفـاءة في التعيين وإعادة التعيين والترقية"، وعليه فإن الاستقلالية التي يتمتع بها المجلس استقلالية ذات مفهوم واسع تشمل الاستقلال المالي والإداري والفكري. The principle of independence represents the cornerstone of the work of any independent regulatory body that organizes the administrative work in the state, which would ensure the continuity of the regular and steady functioning of public utilities, especially the Federal Public Service Council, in a way that guarantees the liberation of the public function from politicization and partisanship, building a state of institutions and forming an institution whose mission is to develop work in departments The state, crystallizing sound rules and principles, ensuring justice and impartiality, and ensuring standards of competence in appointment, reappointment and promotion.
