| المستخلص: | تهدف الدراسة إلى تحليل سياسات الإصلاح التنظيمي وأثرها على جذب الاستثمار الأجنبي المباشر الوارد إلى مصر بالاعتماد على بعض المؤشرات الكمية متمثلة في مؤشرات التنافسية، ومؤشرين الأداء والإمكانيات، ومؤشر سهولة ممارسة الأعمال، وحجم وقيمة تدفقاتFDI ، وتوزيع المشروعات الاستثمارية على القطاعات الاقتصادية والأنشطة الجاذبة للاستثمارات الأجنبية وبعض من المؤشرات الاقتصادية والاجتماعية خلال الفترة (۱۹۹۰ -۲۰۱۹)، وقد اعتمدت الدراسة على منهجين التحليل المقارن، والمنهج الوصفي، وتوصلت الدراسة إلى محدودية أثر سياسات الإصلاح التنظيمي متمثلة في الإصلاح التشريعي والقانوني والبنية المؤسسية على جذب الاستثمار الأجنبي المباشر، وهو ما يتفق مع طبيعة تدفقات FDI إلى مصر. The study aims to analyze the regulatory reform policies and their impact on attracting foreign direct investment incoming to Egypt based on some quantitative indicators represented in the competitiveness indicators, the performance and potential indicators, the ease of doing business index, the volume and value of FDI flows, the distribution of investment projects to the economic sectors, and the activities that attract investments. The study relied on the two approaches of comparative analysis and the descriptive approach, and the study found the limited impact of the organizational reform policies represented in the legislative and legal reform and the institutional structure on attracting foreign direct investment, which is consistent with the nature of FDI flows into Egypt. |
