| 520 | |a تتألف الدولة الوطنية من فئات مختلفة ترتبط بمصالح وأهداف ومسؤوليات تتباين في درجات انسجامها وتناقضها حيث يؤدي الأفراد فيها أدوارهم التي تتعدى العشيرة والطائفة والعرق والإثنية والقومية، إنها دولة المجتمع التي لا تميز بن أفراده فالكل مواطنون لهم نفس الحقوق والواجبات، إنها دولة تضمن لمواطنيها القدرة على العيش سوية وتحقيق الانسجام رغم الاختلاف في النوع، وبذلك تتلازم الديمقراطية مع هذه الصيغة لتقوم على تعددية سياسية وثقافية في دولة تتجاوز العرقية والطائفية الضيقة، هكذا تجد المنطقة العربية نفسها أمام مشكل سمو الطائفة والقبيلة منذ حصولها على استقلالها السياسي وترسيم حدودها بما يتفق ومصالح الدول الأجنبية المستعمرة، حيث أخلت هذه الحدود بالأقليات والجماعات العرقية مما أدى لبروز مشكلة الهوية بشكل حاد ما أثر على استقرار فكرة المواطنة، وهو ما تزامن مع فشل تحويل الحس الوطني إلى وعاء جماعي للدولة الحديثة ما أضر بالفكرة الوطنية وأخل بالبناء الديمقراطي في المنطقة. |b The national state guarantees its citizens the ability to live together and harmony despite differences and diversity, and thus democracy is associated with this formula to be based on political and cultural pluralism that transcends narrow ethnic and sectarian, thus the Arab region finds itself in front of the problem of the highness of the sect and the tribe since obtaining its political independence, as these boundaries cleared minorities And ethnic groups, which led to the emergence of the identity problem sharply, which led to the instability of the idea of citizenship and disturbing democratic construction. |d L'État-nation garantit à ses citoyens l'opportunité de vivre ensemble et garanti l'harmonie malgré les différences et la diversité dans la société, la démocratie est associée à cette formule car elle est basée sur un pluralisme politique et culturel qui transcende l'étroitesse ethnique et sectaire, la région arabe se trouve devant Le problème de la domination de la secte et de la tribu depuis l'obtention de son indépendance politique, alors que ces frontières ont franchi les minorités et les groupes ethniques, ce qui a conduit à l'émergence du problème d'identité, qui a conduit à l'instabilité de l'idée de la citoyenneté et des principes démocratique d’une manière inquiétante. | ||
