| 520 | |a تهدف هذه الدراسة إلى تشخيص الدور الوظيفي الجديد لقانون التصفية كآلية رقابية سياسية بعدية على تنفيذ ميزانية الدولة من خلال مكوناته والتقارير المستجدة التي أصبحت ترافقه والمكرسة لمنهجية نجاعة الأداء، حيث على إثرها أصبح البرلمان يتوفر على زخم معلوماتي إضافي مهم سيساعده على إعمال رقابة ناجعة وفعالة على الأداء الحكومي لربط المسؤولية بالمحاسبة وتقييم السياسات العمومية، تطبيقا لمضامين دستور 2011 المتعلقة بالشفافية وتقديم الحساب والمحور الاستراتيجي للدستور المالي لسنة 2015 المتعلق بتقوية الدور الرقابي للبرلمان، لكن هذا التمرين الديمقراطي لازال يصطدم بإكراهات وعراقيل ذاتية وقانونية تستلزم مواءمة التشريع المالي مع هذا الورش التدبيري الجديد لبلوغ المبتغى والهدف التنموي في أفق تنزيل مخرجات تقرير النموذج التنموي والدولة الاجتماعية التي أفرزتها جائحة كورونا. |b This study aims to diagnose the new functional role of the liquidation Law as a post-political oversight mechanism to execute the state budget through its components and the new reports that have become accompanying it and dedicated to the effective performance methodology, because of it the parliament have had a plenty of additional informations quiet important in order to help him to supervise the government performance for the linking responsibility to accountability and evaluating public policies, in implementation of the contents of the 2011 constitution related to transparency and accounting and the strategic axis of the 2015 financial constitution related to strengthening the oversight Parliament role, but this democratic exercise still having empediments with the subjective and legal issues they require the fitting financial legislation with this new management workshop to achieve the goal. And The development goal as well in the horizon of downloading the outputs of the report on the development model and the social state that resulted from the Corona pandemic. | ||
