| المستخلص: | عرف مفهوم الاقتصاد الاجتماعي والتضامني تطورا على المستوى الوطني، خاصة بعد تزايد الاهتمام به دوليا، حيث خصصت له بداية استراتيجية وطنية قبل أن تتم مراجعتها وتعويضها باستراتيجية جديدة، وبرنامج عمل جديد تماشيا مع متطلبات التنمية المستدامة. كما تزايد الاهتمام به من خلال الهندسة الحكومية التي أحدثت وزارة خاصة به. وأصبح محور دراسة لدى العديد من المؤسسات الدستورية. يتوفر هذا القطاع الواعد على مجموعة من المزايا المؤهلة لذلك تمت المراهنة عليه بشكل كبير في تنزيل مقتضيات النموذج التنموي الجديد، نظرا لقدرته على حل العديد من جوانب الأزمة التي خلفها كوفيد-19وبناء مغرب أفضل. وحتى يبرز الاقتصاد الاجتماعي كدعامة ثالثة للتنمية يجب تحويله إلى قطاع اقتصادي قائم الذات، يسهر عليه فاعلون منظمون أكفاء، يتميزون بالدينامية ومبتكرون، قطاع يخلق فرصا للشغل مكملة للمناصب التي يخلقها قطاع السوق والقطاع العام، ويوفر خدمات خصوصا في المجالات الحيوية وذات الأولوية. The concept of a social and solidarity economy has evolved at the national level, especially after increasing international attention. It was given the beginning of a national strategy before it was reviewed and offset by a new strategy and a new programme of action in line with the requirements of sustainable development. There has also been increasing interest in him through government engineering, which has created his own ministry. It has become the focus of study in many constitutional institutions. This promising sector has a range of qualified benefits, so it has been highly prized to download the requirements of the new development model, because of its ability to resolve many aspects of the crisis left by Covid 19 and build a better Moroccan. In order for the social economy to emerge as a third pillar of development, it must be transformed into a self-contained economic sector, with competent, dynamic and innovative organized actors, one that creates employment opportunities complementary to the positions created by the market and public sectors and provides special services in vital and priority areas. |
