| المستخلص: | يحاول البحث تقديم مقاربات نظرية للاقتصاد السياسي للفقر في السياق المصري، بربطه بنمط النمو والتجديد الاجتماعي السائد في مصر من نصف قرن تقريبا، وكيف عمقت الريعية التابعة حالة الفقر عبر رافدي الإنتاج والتوزيع معا، بإضعاف نمو الأول كميا وهيكليا، والانحراف بمسار الثاني لصالح الملكية على حساب العمل. ويبدأ البحث بنقد المعايير السائدة للفقر، مقترحا معيارا مختلفا ينبع بنيويا وتاريخيا من المنظومة الاجتماعية السائدة ويتسق ومنطقها الحاكم، ثم يناقش التناقضات الاجتماعية لقضية الفقر، محيلا في سياقها لقضية التوزيع كقلب لإشكالية الفقر، بعدها يحلل القضية في السياق المصري المعني، بتحليل الاقتصاد السياسي لتخلف النمط الاقتصادي الاجتماعي كميا وكيفيا، ليردفه بفحص الديناميات الاقتصادية/ المؤسسية الميكروية لذلك الفقر المصري، بمناقشة دولة ذلك النمط، ودورها في تعزيز وإدامة الفقر بدلا من علاجه، وينتهي بالتوصية بتغيير اتجاه الاهتمام في دراسات الفقر نحو الأبعاد الاقتصادية والسياسية الهيكلية ضمن منهجية تعمد لحل المشكلة انطلاقا من جذورها الأهم فالأقل أهمية. The research attempts to provide theoretical approaches to the politi¬cal economy of poverty in the Egyptian context, by linking it to the pat¬tern of growth and social reproduction prevailing in Egypt for almost half-century ago, and how the renter dependency deepened the poverty situation through the tributaries of production and distribution together, by weakening the growth of the first quantitatively and structurally and deviating the path of the second in favor of ownership at the expense of the work. The research begins with criticizing the prevailing criteria of pov¬erty, proposing a different criterion that stems structurally and histori¬cally from the prevailing social system and is consistent with its ruling logic, then discusses the social contradictions of the issue of poverty, referring in its context to the issue of distribution as a heart for the prob¬lem of poverty. After that analyzes the issue in the Egyptian context, by analyzing the political economy of the backwardness of The socio-eco¬nomic pattern quantitatively and qualitatively. Subsequently examine the microeconomic and institutional dynamics of that Egyptian poverty, by discussing the state form within that socio-economic pattern, and its role in promoting and sustaining poverty instead of treating it, and ends with a recommendation to change the direction of research inter¬est about poverty towards the political-economic structural dimensions within a methodology that deliberately solves the problem beginning from its most important roots to its least important ones. |
