| المستخلص: | هدفت الدراسة لقياس أثر مبادئ الحوكمة في تحسين الأداء المالي لنظام التأمين الصحي الحكومي في قطاع غزة، وتمثل مجتمع الدراسة في العاملين بوحدة التأمين الصحي وموظفي وحدة الرقابة الداخلية والإدارة العامة للشئون المالية في وزارة الصحة، والبالغ عددهم (88) موظفا وموظفة، واستخدمت الدراسة أسلوب الحصر الشامل، وقد تم توزيع الاستبانات على مجتمع الدراسة، وبلغ عدد الاستبانات المستردة (84) استبانة أي بنسبة استجابة (95.5%). وتوصلت الدراسة إلى مجموعة من النتائج منها: وجود أثر لمبادئ الحوكمة التالية (العدالة والمساواة، مكافحة الفساد، التشريعات والأنظمة) على تحسين الأداء المالي لنظام التأمين الصحي الحكومي في قطاع غزة، بينما كانت المتغيرات التي ليست لها دلالة إحصائية هي (الرؤية الاستراتيجية، سيادة القانون، المشاركة والمساءلة، الإفصاح والشفافية، النزاهة، اللامركزية، الكفاءة والفعالية، الاستجابة، الهيكل التنظيمي، الرقابة الداخلية والخارجية) أي أنها لا تؤثر في الأداء المالي. This study aimed to measure the impact of the principles of governance in improving the financial performance of the government health insurance system in the Gaza Strip. The study population included the employees of the Health Insurance Unit, the employees of the Internal Control Unit and the General Administration of Financial Affairs in the Ministry of Health, numbering (88) male and female employees. The researcher used the comprehensive survey method, and distributed questionnaires to the study population. The number of retrieved questionnaires reached (84), and after examining the retrieved questionnaires, none of them were excluded due to the fulfillment of the required conditions. Therefore (84) questionnaires were analyzed, at a response rate of (95.5%). The study reached the following results: there is a direct correlation between the principles of governance and its following dimensions (strategic vision, rule of law, participation and accountability, disclosure and transparency, integrity, decentralization, justice and equality, efficiency and effectiveness, anti-corruption, response, organizational structure, legislation and regulations, internal and external oversight) and improving the financial performance of the government health insurance system in the Gaza Strip. |
