| المستخلص: | يتناول هذا المقال دور المنظمات الدولية الإقليمية في تطبيق مبدأ مسؤولية الحماية التي تبنته منظمة الأمم المتحدة خلال القمة العالمية 2005، وكمثال دراسة حالة المنظمة الدولية للفرانكفونية كإحدى المنظمات الرائدة التي تبنت هذا المفهوم من خلال إبراز التطور المؤسساتي في أهداف المنظمة من الوظيفة الثقافية اللغوية إلى الوظيفة السياسية، والذي سمح للمنظمة بتبني مبدأ مسؤولية الحماية والمساهمة في حل النزاعات الدولية وفقًا لمبدأ الوقاية. This article discusses the role of regional international organizations the implementation of the principle of the responsibility to protect adopted by the United Nations at the 2005 World Summit, as an example of a case study of the International Organization of the United Nations. Francophonic as one of the pioneering organizations that adopted this concept by highlighting the institutional development in the objectives of the organization of the cultural and linguistic function to the political position. It allowed the organization to adopt the principle of the responsibility to protect and contribute to the settlement of international disputes in accordance with the principle of prevention. Cet article traite du rôle des organisations internationales régionales dans la mise en œuvre du principe de la responsabilité de protéger adopté par les Nations Unies lors du Sommet mondial 2005, à titre d'exemple l'étude de cas de l'Organisation internationale de la Francophonie en tant que l'une des organisations pionnières qui ont adopté ce concept en mettant en évidence le développement institutionnel dans les objectifs de l'organisation de la fonction culturelle et linguistique à la position politique. Elle a permis à l'organisation d'adopter le principe de la responsabilité de protéger et de contribuer au règlement des conflits internationaux conformément au principe de prévention. |
