| المستخلص: | تتبعت أهم السياسات المتعاقبة على الحكم مقاربة وقراءات؛ ودراسة نقدية، بحثا عن منحى التدبير المتبع في كل حقبة، وما تفرضه على هيئة البحر، ووضعت خطة من ثلاثة محاور تستند للذهنية في مجملها، تأثيثا للمناخ الذي تشتغل وفقه أطر تحدد سياسة التعامل، تدبيراً وتنفيذاً للسياسات المفروضة، علها تروي ظمأ المؤرخ، وتسد ثغرة في ثقافة سياستنا البحرية، وتميط اللثام عن فنونه، واستحضار توازن القوة في هذه البحار سواء أكانت من الدولة أو الشركات، أو مجرد نشاط لصراعات داخلية تتطلب ولوجه لاستجلاب العدة والسلاح، والأنصار. إن السياسة المغربية اتجاه الساحل يغلب عليه توجه فكري ساد حضارات البحر الأبيض المتوسط، وتحكم في السياسات المطبقة، غير أننا نجد تفاوتا من حيث دعم الأنشطة وتحصيل المنافع، والاهتمام بالهيئات والبنية التحتية، وفي حين تنظر بعض الأسر الحاكمة إليه نظرة استثمار مالي ومصالح في المقام الأول لتثبيت أركان سلطتها واستعادة بعض شرعية تضفيها عليها.
