| المستخلص: | إن عمليات توظيف أدوات الفضاء الإلكتروني لنشر أفكار وتوجهات هدامة أو مغرضة تزامنت بشكل ملحوظ مع تطور العصر المعلوماتي والتقني لها والذي أصبح عابر للقارات ولا حدود طبيعية متعارف عليها تستطيع أن تقلل من مؤثراته، والعراق من أكثر الدول التي تأثرت بتلك الأفعال والممارسات وأسهمت بتفشي ظاهرة العنف فيه، وعد غياب الوعي بمخاطر وسلبيات تلك الأدوات ووسائلها مع انعدام وجود تشريعات قانونية تنظم عملها وإدارة شؤونها وتحديد نطاق صلاحية انتشارها من الأسباب التي فاقمت من شدة خطورتها وعدم القدرة على وضع حد لقدراتها الهدامة لكل الثوابت القيمية والإنسانية التي يؤمن بها أفراد المجتمع، لتتضاعف المشكلات الأمنية والسياسية وتنعكس مباشرة على السلم المجتمعي، أن مسألة القضاء على ثقافة العنف وتحجيم وجوده بين مختلف الفئات، يتطلب اتحاد الإدارة الحكومية مع الإرادة المجتمعية الواعية وفق نسق فكري وتطبيقي يتسم بالنضوج العقلاني ويؤمن بالتعاون المشترك والفاعل ما بين التشريع والرقابة، وبشكل يضمن حقوق وحريات ومصالح الجميع، وهو ما سيدعم توجهات ترسيخ ثقافة الحوار والتسامح والتعايش السلمي، ويعزز من أواصر التجانس المجتمعي وثقافته الواعية والمستقلة، بعيداً عن مؤثرات وسائل التواصل الاجتماعي وأهدافها في زرع التفرقة ونشر مظاهر الخلاف والنزاع، لتعميق الفجوة فيما بينهم من أجل استمرار سلسلة نشر ثقافة العنف وبقائها كجزء من العلاقات التفاعلية للعراقيين. The operations of employing cyberspace tools to spread destructive or malicious ideas and trends coincided significantly with the development of the information and technical era, which has become transcontinental and there are no recognized natural borders that can reduce its effects, and Iraq is one of the countries most affected by these acts and practices and contributed to the spread of the phenomenon of violence in it. The absence of awareness of the dangers and negatives of these tools and their means, with the absence of legal legislation regulating their work, managing their affairs, and defining the scope of the validity of their dissemination, is one of the reasons that exacerbated the severity of their danger and the inability to put an end to their destructive capabilities of all the value and humanitarian constants in which members of society believe, to multiply security and political problems. And directly reflected on the societal peace, The issue of eliminating the culture of violence and limiting its presence among different groups requires the union of the governmental will with the conscious societal will according to an intellectual and applied system characterized by rational maturity and believes in joint and effective cooperation between legislation and oversight, and in a manner that guarantees the rights, freedoms and interests of all, which will support the orientations of establishing a culture of dialogue and tolerance and peaceful coexistence, and it enhances the bonds of societal homogeneity and its conscious and independent culture, away from the influences of social media and its goals in sowing discrimination and spreading manifestations of discord and conflict, to deepen the gap between them in order to continue the chain of spreading the culture of violence and its survival as part of the interactive relations of Iraqis. |
