| المستخلص: | ترصد الدراسة موضوع المجتمع المدني كأحد المواضيع الخصبة التي بدأت تتشكل من خلال قوة التحولات الثقافية والاقتصادية التي عرفها المجتمع المغربي، إذ يعتبر بمثابة رأس المال الاجتماعي الذي يرافق كلا من رأس المال الاقتصادي والسياسي في مسلسل بناء الدولة القوية ذات النظام الديمقراطي متعدد السلط. كما تركز الدراسة على مدى مساهمته/مشاركته -المجتمع المدني- في الانتقال الديمقراطي بالمغرب، والأدوار التي لعبها في مسار الإصلاحات الديمقراطية وصيرورة التحديث الصعبة التي عرفها المغرب من زاوية حيادية، مع الاعتماد في ذلك على تفكيك الارتباط الكبير والبنيوي بين الديمقراطية والمجتمع المدني، واتباع مقاربة ترصد مسار التطور الكمي والنوعي لمنظمات المجتمع المدني المغربي في سياقات متعددة وصولا لدستور سنة 2011، ثم رصد تأثيره في المجال السياسي والاقتصادي والاجتماعي والثقافي، وذلك لتحوله لقوة ضغط كبيرة وغير مسبوقة، ودوره في انتزاع الكثير من الحقوق والمطالب المجتمعية، ومساهمته في نشر الثقافة الديمقراطية وثقافة حقوق الإنسان على نطاق واسع، بالإضافة إلى الدينامية السياسية والاجتماعية التي أطلقتها حركة 20 فبراير. مع التساؤل حول حدود مشاركة المجتمع المدني في الانتقال الديمقراطي المغربي، واستحضار مختلف العقبات والعراقيل التي يواجهها سواء منها الذاتية أو الموضوعية. وصولا لجملة من الاستنتاجات والمقترحات لمجتمع مدني أكثر فاعلية ومساهمة في مسلسل الانتقال الديمقراطي بالمغرب. The study depicts the issue of civil society as one of the prolific topics that is being formed through the strength of the cultural and economic transformations which the Moroccan society has known. That is, it is deemed the social capital that goes hand in hand with the economic and the political assets in the process of building a strong state with a multi-authoritarian democratic system. The study also sheds light on the civil society's contribution/participation in the democratic transition in Morocco as well as the the role it played in the course of democratic renovations and the difficult affaire of modernization known by the country from an objective perspective relying on dismantling the strong interconnection between between democracy and civil society, adopting an approach which observes the quantative and the qualitative development path of Moroccan civil organizations in different contexts, up to the constitution of 2011, then survey elucidates the civil socity's impact politically, socially, economically and also in cultural fields for its switch into a giant and unprecedented pressure force, that serves for regaining many rights and responding to societal demands, regardless of its contribution 20 movement. With the question about the limits of civil society participation in the Moroccan democratic transition, and recalling the various obstacles and handicaps it faces, whether subjective or objective. To arrive at a set of conclusions and proposals for a more effective civil society and a contribution to the process of democratic transition in Morocco. |
