| المستخلص: | تطبيقا لأحكام الدستور يتم تدريجيا استكمال بناء المؤسسات الدستورية التي نظمت بموجب التعديل الدستوري الأخير لسنة 2020. ولعل من أبرز هذه المؤسسات الدستورية التي تم ضمها في الباب الخامس من الدستور والذي شمل الهيئات الاستشارية، المجلس الأعلى للأمن. هيئة استشارية عرفتها الجزائر وتم الاستقرار عليها في أغلب دساتيرها وتعديلاتها المتعاقبة إلى غاية التعديل الدستوري الأخير لسنة 2020. تعد هذه الهيئة من أهم الهيئات الاستشارية باعتبارها تدلي بآراء لرئيس الجمهورية في المسائل المرتبطة بالأمن الوطني. تأتي هذه الورقة البحثية لتبين مستجدات تشكيلة ومهام وإجراءات سير المجلس الأعلى للأمن من خلال المواد الدستورية التي نظمته وكذا المرسوم الرئاسي الذي صدر بخصوص ذلك لنستخلص في الأخير مدى أهمية مثل هذه الهيئات في تحقيق الأمن الوطني الذي يعتبر أساسا جوهريا لقيام دولة قوية يضمن بها الاستقرار ومنه الرقي والاستمرارية. In implementation of the constitution, the establishing of constitutional institutions organized under the 2020 constitutional amendment is gradually being completed. and the most prominent of these constitutional institutions that were included in the fifth title of the constitution, which included consultative institution, is the High Council of Security. An advisory body that Algeria has known and has been stabilized in most of its constitutions and successive amendments until the last constitutional amendment of 2020.. This body is considered as one of the most important consultative institutions as it gives opinions to the President of the Republic on issues related to national security. This research paper comes to show the developments of the composition, missions, and procedures of the functioning of the High Council of Security through the 2020 constitutional amendment, as well as the presidential decree issued in this regard. Finally we conclude how important such bodies are in achieving national security, which is an essential basis for the establishment of a strong state that guarantees stability, progress and continuity |
