| المستخلص: | يهدف البحث إلى مراجعة علمية للأبحاث الأكاديمية المنبثقة من المراكز البحثية ضمن تشكيلات وزارة التعليم العالي والبحث العلمي، من خلال عرض تحليلي ونقدي لواقع الأنشطة التي تقدمها تلك المراكز. واقتراح خطة استراتيجية تتمثل بأتباع منهج التحول الاستراتيجي على المستويين المتوسط والبعيد لضمان توافق المخرجات البحثية مع متطلبات أصحاب المصالح ذوو الصلة بالمخرجات الأكاديمية المباشرين وغير المباشرين. إذ كانت المشكلة الرئيسة للبحث هل أن عدم استدامة الأنشطة البحثية يرجع لعدم اتباع منهجية التحول الاستراتيجي؟ وعمل الباحثون من خلال استعراض واقع المراكز البحثية في العراق على تقديم مقترحات من شأنها ضمان استدامة الأنشطة البحثية، من خلال توافقها مع متطلبات السوق، وكان مركز دراسات الكوفة أحد تلك المراكز التي اتخذها الباحثون انموذجا للبحث. توصلت البحث إلى استنتاجات عدة كان أهمها هو عدم الاهتمام الوافي بالمراكز البحثية أسوة بالكليات، وعدم توفير موارد بشري متخصصة من حملة الألقاب العلمية ذوو التخصص الدقيق الأمر الذي انعكس سلبا في عدم استدامة الأنشطة البحثية وتوافقها مع ما انيطة به عمل تلك المراكز البحثية. وعلى العكس من ذلك إذ أن اغلب منتسبي المراكز هم تعيين جديد أو من الأفراد الذين لديهم مشاكل إدارية وتم استبعادهم جبرا في تلك المراكز. أبرز التوصيات التي أوصت بها البحث هي اتباع منهج التحول الاستراتيجي لتواكب البحوث المنبثقة من تلك المراكز البحثية مع متطلبات البيئة الخارجية، والتركيز على واستدامة البحثية وجعلها من أولويات القيادات الجامعة المسؤولون عن إدارة المراكز البحثية. This research paper aims at a scientific review of academic research emanating from the research centers within the formations of the Ministry of Higher Education and Scientific Research, through an analytical and critical presentation of the reality of the activities provided by those centers. In addition, proposing a strategic plan represented by adopting the strategic transformation approach at the medium and long-term levels to ensure that the research outputs are consistent with the requirements of stakeholders related to the direct and indirect academic outputs. If the main problem of the research is, whether the outputs of the scientific research correspond to the labor market? By reviewing the reality of research centers in Iraq, the researchers worked to present proposals that would ensure the sustainability of research activities, through their compatibility with market requirements, and the Kufa Studies Center was one of those centers that the researchers took as a model for the study. The study reached several conclusions, the most important of which was the lack of adequate interest in research centers, similar to colleges, and the failure to provide specialized human resources from holders of scientific titles with a specific specialty This was negatively reflected in the lack of sustainability of research activities and their compatibility with what was entrusted to the work of those research centers. On the contrary, as most of the centers' affiliates are newly appointed or from individuals who have administrative problems and have been compulsorily excluded in those centers. The most prominent recommendations recommended by the study are to follow the strategic transformation approach to keep up with the research emanating from those research centers with the requirements of the external environment, and to focus on the sustainability of research and making it a priority for university leaders responsible for managing research centers. |
