| 520 | |a احتل الاهتمام بمراكز الدراسات في العقود الأربعة الماضية موقعا متميزا في الأوساط الأكاديمية والاجتماعية والثقافية والتنموية في معظم بلدان العالم، بما فيها بعض دولنا العربية والإسلامية، وساهمت متغيرات عدة سياسية واجتماعية وثقافية في تأسيس مراكز الدراسات وتعزيز أدوراها والحاجة إليها. ويناقش هذا التقرير الدور الذي يفترض أن تلعبه مراكز الدراسات في مشروع النهضة والتقدم، خاصة في بلداننا العربية والإسلامية، وبمعني آخر كيف تساهم مراكز الدراسات في تحقيق أهداف المشروع الحضاري العربي، أو في استشرف التحديات، أو التهديدات التي تواجه المجتمع الذي تنتمي إليها مراكز الدراسات. وقد أشار التقرير إلى أن مراكز الدراسات العربية لم تتمكن من تحقيق الوظيفتين الأساسيتين لها: وهي الاستجابة للتحولات المعرفية والاجتماعية والثقافية والاقتصادية في المجتمعات العربية، وتقديم الرؤى والتصورات لترشيد صناع القرار، لتحقيق التنمية والاستقلال. وقد خلص التقرير إلى أن مراكز الدراسات العربية تعيش إشكالات عدة أبرزها قضايا التمويل والاستقلالية، والتنسيق فيما بينها وضعف تعامل صناع القرار معها بالجدية المناسبة، أما البعد الآخر لهذه الأزمة فهو بعد معرفي ويتمثل في هيمنة مناهج التفكير والبحث الغربية في العلوم الإنسانية والاجتماعية في الجامعات العربية، ما يعني أن مسؤولية تفعيل دور هذه المراكز تقع على عاتق صناع القرار من جهة من حيث رؤيتهم لأهمية هذه المراكز ودعمها وتمويلها، وتقع على عاتق الباحثين أنفسهم في هذه المراكز من حيث قدرتهم على تقديم الأبحاث والرؤى "الأصيلة، التي تنسجم مع أولويات وحاجات مجتمعاتهم لتحقيق نهضتها واستقلالها. |b In the last few decades, the interest in research centers occupied a significant position in the academic, social, cultural, and developmental circles in most of the states of the world’s states, including our Arab and Islamic states. Moreover, many political, social and cultural changes have contributed to the founding of research centers, enhancing their role and the needs. The critical issue that needs to be discussed in our Arab and Islamic countries, in particular, is the role the research centers should play in the project of revival and progress; that is, how do the research centers contribute to achieving the Arab project or to anticipating the challenges and threats that face the societies where the research center belongs. The Arab research centers were not able to carry out their two main tasks: to respond to the social, epistemological, cultural, and economic transformations in the Arab societies and provide the decision makers with the visions and perceptions to guide them so as to accomplish development, and political and economic independence. The Arab research centers are suffering of several crises, the most important of which are funding, independency. Coordination among themselves and the lack of adequate serious treatment with them by the decision makers. The other dimension of these crises is epistemological and it is embodied in the hegemony of western methodology and thinking in human and social sciences in the Arab universities. This means that the responsibility of activating the role of these centers lies, on the one hand, on the decision makers, through their understanding of their importance, supporting and funding them. It is also, on the other hand, the responsibility of the researchers themselves, who should present the “original” researches and visions that conform with the priorities and the needs of their societies to accomplish their revival and independence. | ||
