| المستخلص: | تعد ظاهرة أزلية منذ أقدم الحضارات، حيث يتم استخدام الأطفال في الحروب، ونتيجة للانتهاكات الحاصلة بدأ اهتمام المجتمع الدولي والمنظمات الدولية بوضع حد لتلك الظاهرة والوقوف على ابرز أسبابها والأليات لمكافحتها، فقد تم عقد الكثير من الصكوك الدولية المعنية لحماية حقوق الطفل، ومن أهمها اتفاقية حقوق الطفل لعام ١٩٨٩ وغيرها من الاتفاقيات والبروتوكولات، وقد ورد بتلك الصكوك الدولية التدابير المفروضة على الدول لمنعها لتلك الظاهرة من حظرها للتجنيد بشكل عام وتحديد السن القانوني للانتماء للقوات المسلحة، والالتزام الصريح للدول ببنود تلك الاتفاقيات، وحماية حقوق الأطفال من أي انتهاكات مرتكبة بحقهم من تجنيد وقتل وتشويه وغيرها من الأعمال المؤذية والتي لا تتناسب مع طبيعتهم الجسمانية، وتوفير لهم سبل الحياة الكريمة مقارنة بأطفال دول العالم. وتعتبر رعاية الأطفال والاهتمام بهم مسؤولية دولية ووطنية، يتم من خلالها معرفة تطور المجتمعات واهتمامها بفئات المجتمع المختلفة، لاسيما حماية حقوق الأطفال وخصوصا بالمناطق التي تشهد صراعات عسكرية دائما مثل دول قارة أفريقيا ودول الشرق الأوسط وبعض دول أسيا. واعتبر الأطفال النازحون نتيجة لعمليات التهجير فئة مستهدفة من قبل العصابات والمليشيات الإرهابية، لاستخدامهم بالأعمال العسكرية المختلفة.
