| المستخلص: | لقد استحوذت قضية الحكم الرشيد على أهمية قصوى في السنوات الأخيرة. ويرجع السبب في هذا إلى أن الحكم الرشيد يساعد في حسن استغلال موارد الدولة لمصلحة جميع الشعب؛ أي للمصلحة العامة، وذلك من خلال تطبيق مبادئ الشفافية والمساواة والكفاءة وسيادة القانون كوسائل ناجعة. هذا البحث يربط بين الحوكمة والامتثال من جهة، والحكم الرشيد من جهة أخرى. حيث يضع تعريفا لمبادئ الحوكمة ومراقبة الامتثال، ويوضح آلية عمل كل منهما، ومدى مساهمته في حسن إدارة كل أنواع المؤسسات، سواء كانت في القطاع العام، أم الخاص، أم الطوعي غير الحكومي. كما يناقش البحث ويحلل مبدأ الحكم الرشيد. وبعد ذلك يشرح البحث كيف أن قواعد الحوكمة ومراقبة الامتثال تؤدي وظائف هامة في تقوية أداء جميع مؤسسات الدولة بلا استثناء، مما يؤدي بدوره إلى تدعيم وتعزيز أركان الحكم الرشيد في الدولة المعنية. Good governance is becoming an issue of high importance in recent years. The reason for this is that, good governance helps in the proper allocation and use of resources for the benefit of all the people of the state, or in the public interest. This can be achieved through the application of the rules of transparency, equality, efficiency and the supremacy of law as effective methods. This paper defines the concepts of corporate governance and compliance monitoring. The purpose of the discussion is to explore the mechanism of operation of these concepts, and how they contribute to the proper functioning of all types of organizations, whether they are public, private or voluntary non-governmental organizations. There is also a definition and analysis of good governance. Then the paper identifies the aspects in which both corporate governance and compliance monitoring can act to strengthen the performance of all the organizations in the state. This, in turn, will result in the enhancement of good governance in the same state. |
