| المستخلص: | تهدف هذه الدراسة إلى تسليط الضوء على واقع جهاز الإدارة العامة في اليمن، وتأثير المراحل، التي مر بها هذا البلد منذ اندلاع ثورة الشباب في عام 2011 وحتى الآن، في هذا الجهاز، وإذا ما كان بواقعه الحالي عاملا مساعدا أم عاملا معوقا لجهود إعادة بناء الدولة في المرحلة المقبلة. اعتمدت الدراسة على منهجية نوعية استندت إلى مراجعة الوثائق والدراسات والأدبيات السابقة. وتوصلت إلى أنه، إضافة إلى ما كان يعانيه هذا الجهاز من اختلالات، فقد أدت الأحداث، التي شهدها اليمن منذ عام 2011 مرورا بالحرب الدائرة منذ عام 2015، إلى مزيد من الاختلالات والانقسام في جهاز الإدارة العامة، وحدت من قدرته على القيام بدوره الخدمي والتنموي، حيث أصبح أداة من أدوات الصراع. ولهذا، يتحتم على الحكومات المقبلة إيلاء هذا الجهاز أهمية خاصة، والعمل على إصلاحه وفق منهجية علمية سليمة لضمان قيامه بأدواره التنموية والخدمة بحياد ومهنية. This study shed lights on the public administration system in Yemen, and the impact of the outbreak of the youth revolution in 2011 until now on this body. The paper investigates whether the public administration system in its current form is a supporting factor or an obstacle to the efforts of rebuilding the future state. The research utilises a qualitative research methodology based on a review of existing documents, studies, and literature. The study concludes that, in addition to endemic structural problems in the public administration system, the series of crises that have befallen Yemen since 2011, through the war ongoing since 2015, have spawned further challenges, limiting its ability to play an effective appropriate role. It is imperative for future governments to attach special importance to this body and work to reform it according to a rigorous methodology to empower it to fulfil its developmental and service roles with impartiality and professionalism. |
