| المستخلص: | تهدف هذه الدراسة إلى استيضاح دلالات صياغة استراتيجية الأمن القومي، باعتبارها عملية تصور شامل بعيد المدى لمواجهة التهديدات القائمة والمحتملة للأمن القومي، الذي يتضمن أمن الدولة السياسي والعسكري والاقتصادي والاجتماعي، والذي يأخذ في الحسبان الحقائق السياسية الوطنية على المستوى الإقليمي والعالمي، ولا يستثني المفردات الجيو-سياسية ليكون قادرا على تحديد مصادر تهديد الأمن القومي بكافة أشكالها، وتقييم احتمالاتها ودرجة خطورتها، حتى يصار إلى تحديد الخيارات التي من شأنها احتواء مصادر التهديد، إما بالحد من قوة تأثيرها عبر تحديدها وإخراجها من دائرة المواجهة، أو بمواجهتها بشكل مباشر أو غير مباشر. ومن ثم وضع السياسات والخطط والبرامج التنفيذية اللازمة للتعامل معها؛ لتحقيق أفضل درجات تأمين الدولة، ومدى تطبيق ذلك-حصرا- على الاستراتيجية الروسية. ووظفت الدراسة المنهج التاريخي النظمي، والمنهج الوصفي التحليلي، وتوصلت الدراسة إلى نتائج عدة، منها: إن صياغة استراتيجية الأمن القومي عملية ديناميكية متطورة، ولكونها عملية بناء متطورة فلا بد أن تكون قابلة للمراجعة والتقييم بشكل دوري، وطبيعي أن تكون سياسات تنفيذ الاستراتيجية وبرامجها متسمة هي الأخرى بالحركية وفق طبيعة التهديدات، التي تستلزم مراجعتها لتقرير مدى توافقها وملاءمتها لإنجاز أهداف الاستراتيجية الأمنية المحددة. وخرجت الدراسة بعدة توصيات أهمها: على صناع القرار العرب صياغة استراتيجيات أمن قومي تواكب التطور الواقعي في العالم. This study aims to clarify the implications of formulating the national security strategy as a comprehensive long-¬term perception process to confront existing and potential threats to national security that includes political, military, economic, and social security of the state, and which takes into account national political realities and what is happening at the regional and global levels, and does not exclude geo-political vocabulary to be able to identify the sources of the national security threat in all its forms and assess their potentials and degree of severity, so that options will be identified that would contain the sources of the threat either by limiting their impact strength by neutralizing them and removing them from the confrontational circle, or facing them directly or indirectly. Then setting the necessary policies, plans, and executive programs to deal with them to achieve the best degrees of state insurance, and the extent to which this applies exclusively to the Russian strategy. The study employed the historical, systemic, and descriptive-analytical method, and reached several results, including that the formulation of the national security strategy is a dynamic and evolving process, and as it is an advanced building process, it must be subject to periodic review and evaluation, and naturally, policies and programs implementation of the strategy is also dynamic, according to the nature of the threats, which necessitates its review to determine its compatibility to accomplishing the objectives of the specific security strategy. The study came out with several recommendations, the most important of which is for Arab decision-makers to formulate national security strategies that keep pace with the realistic development in the world. |
