| المستخلص: | تعتبر سياسات الرعاية الاجتماعية من المجالات الخصبة للدراسة والتحليل مقارنة بالعلوم الأخرى مثل الاقتصاد وعلم الاجتماع والعلوم السياسية, فهي تهتم بالرد على سؤال.. (كيف تكون الصحة الاجتماعية للناس في العالم جيدة؟), ورغم أن ميادين السياسة كثيرة ومتنوعة ولا تقتصر على الجانب الحكومي فقد, فإن سياسات الرعاية الاجتماعية تشغل حيز كبير من هذا الاهتمام, باعتبارها تنطوي على حدود واسعة وعريضة وتتسم بالمرونة.. إن محللي سياسات الرعاية الاجتماعية يسعون إلى الاهتمام ببعد المساواة والجودة والتمكين والعدالة, فيجب على محللي السياسة أن يكون لديه من الدقة والمهارة والخبرات والمعارف ما يمكنه من استخدم أساليب التحليل لتحديد عائد وتأثير تلك السياسات وفعالية البرامج, والتي بلا شك تعكسها المستويات العالية من الممارسة في الأداء التحليلي والذي يركز على أهداف السياسة الاجتماعية والقضايا التي تتم بها, والركائز التي تركز عليها, والمجالات التي تشملها, والمستفيدين منها والتغيرات الكمية والكيفية, وكذلك القوى المؤثرة في صنعها, والسياسة الاجتماعية المقترحة أو البديلة. ويعتبر تحليل السياسة يخدم احتياجات المواطن كفرد في المجتمع.. كمسئول اجتماعي.. وكمسئول سياسي... ولقد جاء هذا البحث ليلقي الضوء على تلك العملية التحليلية والتي تساعد حقا على إيجاد سياسات فاعلة, حيث يستعرض البحث مفهوم تحليل سياسات الرعاية الاجتماعية وأهمية وخصائص تحليل سياسات الرعاية الاجتماعية ويلقي الضوء على القائمون بتحليل سياسات الرعاية الاجتماعية, ويعرض مراحل ومداخل وأنماط تحليل سياسات الرعاية, بالإضافة إلى عناصر ومستويات تحليل سياسات الرعاية الاجتماعية, وكذلك الأدوات المستخدمة وطرق ومناهج ونماذج تحليل سياسات الرعاية الاجتماعية بالتفصيل وأخيرا يعطي الباحثين إشارة إلى بعض المعوقات التي من الممكن أن تعيق العملية التحليلية لسياسات الرعاية الاجتماعية.. ولذا يهدف هذا البحث إلى تطوير الخدمات الرعاية الصحية الأولية, والوصول إلى رؤية مستقبلية لتفعيل الخدمات الرعاية الصحية بمؤسسات الرعاية الصحية التي توجهت الدولة حاليا نحو تطبيقه. وتوصل البحث إلى تدعيم قدرات المسئولين بمؤسسات الرعاية الصحية في مصر ساهم في تقديم خدمة جيدة لأفراد المجتمع تهدف هذه الخدمات إلى تزويد الأفراد بالمهارات الاجتماعية والصحية. Social welfare policies are considered one of the fertile fields of study and analysis compared to other sciences such as economics, sociology and political science. Social welfare policies occupy a large part of this interest, as they involve broad and broad borders and are flexible. Social welfare policy analysts seek to pay attention to the dimension of equality, quality, empowerment and justice. Policy analysts must have the accuracy, skill, experience and knowledge that enables him to use analytical methods to determine the return and impact of those policies and the effectiveness of programs, which undoubtedly reflect the high levels of practice in performance. Analytical, which focuses on the objectives of social policy and the issues involved, the pillars it focuses on, the areas it includes, its beneficiaries, quantitative and qualitative changes, as well as the forces affecting its making, and the proposed or alternative social policy. Policy analysis serves the needs of the citizen as an individual in society... as a social official... and as a political official... This research came to shed light on that analytical process, which really helps to create effective policies. The research reviews the concept of social welfare policy analysis and the importance and characteristics of analysis Social care policies and sheds light on those responsible for analyzing social care policies, and presents the stages, entrances and patterns of care policy analysis, in addition to the elements and levels of social care policy analysis, as well as the tools used, methods, approaches and models for analyzing social care policies in detail. Finally, it is given The researchers point to some of the obstacles that may hinder the analytical process of social welfare policies. . Therefore, this research aims to develop primary health care services, and reach a future vision for activating health care services in health care institutions that the state is currently moving towards implementing. The research reached to strengthening the capabilities of officials in health care institutions in Egypt, which contributed to providing a good service to members of society. These services aim to provide individuals with social and health skills. |
