| 520 | |a تمثل الحماية الاجتماعية إحدى القضايا الهامة والضرورية لكل أفراد المجتمع، فمن خلال الحماية يعيش الإنسان في أمان واستقرار وطمأنينة، وتشير الحماية الاجتماعية إلى أن العلاقات الاجتماعية بين الأفراد تسير سيرها الطبيعي، وتنطلق من آفاق ما حدده المجتمع من قواعد معيارية وأخلاقية، وأن هناك إلتزاما أخلاقيا من كل أفراد المجتمع وترحيبا تلقائيا بضرورة السير تجاه هذه التحديات الاجتماعية الإيجابية. فالحماية الاجتماعية شعور إنساني قبل أن تكون شرائع وقوانين ونظم، وبالرغم من ذلك أصبح وضعها الآن مفروضا على المجتمعات بصورة تختلف من دولة لأخرى ومن مكان لآخر طبقا لأوضاع السكان فيه وأن كان هناك اتفاق على ركائز أساسية خاصة بها، فبعد ما كانت الحماية الاجتماعية ناتج متوقع لتطورات السياسات الاقتصادية أصبحت الآن عنصر من عناصرها لابد من أخذه في الاعتبار عند تنفيذ السياسيات الاقتصادية الموضوعة وهو ما جعلها تأخذ شكلا آخر من الاهتمام وأصبح للبعد الاجتماعي شأن خاص عند تنفيذ السياسات، لذلك لابد أن يكون الأساس في الحماية الاجتماعية هو ضرورة جعلها حافظ أساسي لزيادة الإنتاجية وأن تكون حماية للبشر وليست ولاية عليهم وأن تحقق لهم الإغناء وليس مجرد المساعدة على الاكتفاء، وذلك باعتبارها وسيلة للاستثمار في رأس المال البشري. |b Social protection represents one of the important and necessary issues for all members of society. Through protection, people live in safety, stability and tranquility. Social protection indicates that social relations between individuals run their natural course, and stem from the horizons set by society of normative and ethical rules, and that there is a moral obligation from All members of society and spontaneously welcome the need to move towards these positive social challenges. Social protection is a human feeling before it was laws, laws and regulations. Despite that, its status is now imposed on societies in a way that differs from one country to another and from one place to another according to the conditions of the population in it, and if there is agreement on its basic pillars, after social protection was an expected result of developments Economic policies have now become an element of their components that must be taken into account when implementing the economic policies set, which is what made them take another form of attention and the social dimension has become a special concern when implementing policies, Therefore, the basis for social protection must be the necessity of making it a primary preserver to increase productivity, and that it be a protection for humans, not a mandate over them, and to achieve enrichment for them and not just help to be satisfied, as it is a way to invest in human capital. | ||
