| المستخلص: | للإنسان منذ وجد حاجات في يومه وحاجات في غده وهو ذائب للسعي في الحصول عليها وتختلف درجة مسعاه اليها ويتفاوت نصيبه منها وتتأثر حياته تبعا لذلك وهذه الحاجات أما مادية أو معنوية، أساسية أو كمالية، مباشرة أو غير مباشرة، وللإنسان بفطرته العاقلة يفكر في أمره ويقدر حاجاته ويدير وسيلة الحصول عليها في نطاق قدراته وخبراته والظروف المحيطة به. ويعد التخطيط أحد الاتجاهات الهامة التي بدأت بشكل فطري مع ظهور الحياة البدائية للإنسان والعمل على إشباع احتياجاته وبالتالي ظهر تقدير الحاجات أحد العمليات التخطيطية وترتيب الحاجات حسب أهميتها وحسب حجم المتأثرين بها ودرجة تأثرهم إلى غير ذلك من عوامل موضوعية حتى يتسنى إشباع تلك الحاجات في حدود ما هو متاح من موارد وإمكانيات وهذا ما يطلق عليه عملية تقدير الحاجات. He manages the means of obtaining it within the scope of his abilities, experiences and the circumstances surrounding him. Thus, estimating needs appeared as one of the planning processes and arranging needs according to their importance and according to the size of those affected by them and the degree of their influence on other objective factors so that those needs can be satisfied within the limits of what is Available resources and capabilities, and this is called the needs assessment process. |
