520 |b Nowadays, lot of challenges, most of which is catching up with progres, providing welfare and prosperous life for its people -developing countries in particular- which search for a respectable position among progressive countries the matter which can't be achieved expect through the doorway of science. The success of non -educational organizations in achieving their goals depends on the success of the educational systems in the good preparation and qualifications of individuals of society As the first stage of the elementary education is the most dangerous of all, as it represents the base of the pyramid, so priorities should be available more than other stages preparation, and settling their abilities to qualify them to lead an important institution in building a society Me studies showed some defects in this field: 1 - Lack of care for preparing and planning of the training programs and its dependence on the theoretical aspect 2- The convenience of training subject to the needs of the trainees... etc. This lack is the real motive behind the researchers' attempt trying benefit from foreign countries experiences in preparing first stage directors as these countries showed remarkable progress in this field. That progress had vital effect in the progress these countries achieved to be in the first place to be followed. Singapore was chosen to be the example. The aim of the study (study objectives) 1- An attempt to develop a program of preparing directors of the first stage of the elementary educations in Egypt in the lights of benefiting from experiences of Singapore 2- To contributes, besides previous studies in this field, to present some scientific additions in the field of developing that program 3- Contributing to the analysis of weakness points and strength points the program. The method of study: The research will use the comparative method to answer questions raised by this study, as it has various (tools) including description, illustration, analysis and prediction. 1 -Description: through describing the program in Egypt, and Singapore. 2- Illustration: through analyzing the program in Egypt, and Singapore. 3- Debate: laying the common basis of comparison among the program in Egypt, and Singapore. 4- comparison: suggesting solution out of the analytic and illustrative studies in the light of the experiences of Singapore. The recommendation reached: 1- Setting the preparation program according to the needs of the actual training for that staff and whish they express it themselves. 2- Setting the program to comp with latest actual trends of international management of projects. 3- The appropriate planning of this program and dividing it into program for pre-service, and programs for continuous professional development (in-service programs) 4- Considering individual difference among beneficial of this program and the type of schools nominated for directing them. 5- Considering differences among rural and urban schools. 6- Developing the skills of educational leaders, nominated for primary schools management.
