| المستخلص: | "ارتكزت حركة السياسة الخارجية القطرية، إلى أدوات القوة الناعمة -كأدوات استراتيجية -تعوضها عن فقدان عناصر ومقومات القوة التقليدية، وقد كانت القارة الأفريقية من بين دوائر اهتمام السياسية القطرية الخارجية، باعتبارها ساحة للتنافس ومجال أوسع لممارسة النفوذ والأدوار، لكن الإدراك القطري بأهمية العلاقات مع أفريقيا لم يتشكل صراحة إلا مع الأزمة الخليجية 2017، حيث اتجهت قطر نحو تعزيز حضورها الأفريقي، دبلوماسيا واقتصاديا، في حين لم يتضح على نحو ما حضورها ثقافيا. وهو ما حاول البحث كشفه، فقد تبين أن قطر تطرح مبادرات ثقافية عالمية، وتقيم شراكات فنية دولية، لجعل دورها الثقافي متواجدا على مختلف الساحات الثقافية، لكن القارة الأفريقية لم تكن من بين تلك الساحات التي اهتمت بها ثقافيا، بل اعتمدت في علاقتها مع أفريقيا على تقديم المساعدات والمنح المالية. وبالتالي تركز العلاقات الثقافية بين قطر وأفريقيا، على العمل الإنساني بالأساس، باعتباره جزء من الثقافة الإسلامية -بحسب ما تعلن عنه-غير أنه غالبا ما يرتبط تقديم قطر لتلك المنح والمساعدات، بما يتوافق مع رؤيتها كدولة مانحة، لها مصالح وأهداف تسعى لتحقيقها لدى الدول المتلقية لها بالأساس، اتضح ذلك من خلال تباين مواقف الدول الأفريقية تجاه العلاقات مع قطر، توافقا وتعارضا؛ ارتباطا بطبيعة توجيه تلك المنح والمساعدات."
