| المستخلص: | يأتي أحداث الهيئات المتخصصة بمكافحة الفساد الإداري، في إطار جهود الدول إلى الإصلاح الإداري ورفع كفاءة الجهاز الإداري للدولة، والتصدي بحزم لجميع أشكال الفساد والعمل على الوقاية منه، إلى جانب الأخذ بالمبادئ الدولية في مكافحة الفساد وتطوير العمل الحكومي، وتشكل الهيئات المتخصصة بمكافحة الفساد الإداري أهم الركائز في التدابير المؤسسية لمكافحة الفساد الإداري، نظرا لتغير مظاهر الفساد الإداري وتطور وسائل الفاسدين بشكل مستمر، مما جعل أجهزة الرقابة التقليدية غير قادرة على مكافحة الفساد بشكل فاعل. وفي هذا الإطار سوف نعرض في هذه الدراسة الدور الذي تقوم به الهيئات المتخصصة بمكافحة الفساد في إطار جهود الدول في مكافحة الفساد الإداري، وذلك من خلال تحديد الطبيعة القانونية للهيئات المتخصصة مكافحة الفساد، وبيان أهميتها ومعرفة السند القانوني لأنشائها ووالوقوف على الآليات القانونية لضمان فاعليتها وأخيرا، نستعرض المهام المنوطة بالهيئات المتخصصة بمكافحة الفساد الإداري. The events of the specialized bodies to combat administrative corruption come within the framework of the countries’ efforts to achieve administrative reform and raise the efficiency of the state’s administrative apparatus, and to firmly address all forms of corruption and work to prevent it, in addition to adopting international principles in combating corruption and developing government work. The pillars of institutional measures to combat administrative corruption, given the changing manifestations of administrative corruption and the continuous development of the means of the corrupt, which made the traditional oversight bodies unable to combat corruption effectively. In this context, we will present in this study the role played by the specialized anti-corruption bodies within the framework of the efforts of states in combating administrative corruption, by defining the legal nature of the specialized anti-corruption bodies, stating their importance, knowing the legal basis for their establishment, and standing on the legal mechanisms to ensure their effectiveness. Finally, we review the tasks entrusted to the bodies specialized in combating administrative corruption. |
