| المستخلص: | تهدف هذه الدراسة إلى إلقاء الضوء على ظاهرة النزاعات الدولية وتجلياتها المختلفة على أساس أن هناك من يرى أنها ظاهرة طبيعية، في حين أن هناك فريق آخر من المهتمين بهذه الظاهرة الذين يصفونها بأنها حالة مرضية تميز النظام الدولي. وتستمد هذه الدراسة أهميتها من كونها تسلط الضوء على مختلف التوجهات في النظر لظاهرة النزاعات الدولية واستعراض مختلف المفاهيم ذات الصلة بمفهوم النزاع الدولي على غرار مفاهيم الصراع، الأزمة، الحرب ومفهوم الأمن...، وكذا التحليل بالدراسة علاقة تلك المفاهيم ببعضها البعض للحصول في الأخير على إطار مفاهيمي واضح يمكننا من تحديد مفهوم النزاعات الدولية. وفي الجزء من الدراسة سنقوم بدراسة مختلف الطرق والآليات التي يمكن توظيفها لإدارة وحل النزاعات الدولية على غرار الوسائل الدبلوماسية الملزمة وغير الملزمة والتي ساهمت بشكل كبير وفي العديد من حالات النزاع الدولي في إدارته وحله، بالإضافة إلى عرض عدد من السياسات والاستراتيجيات والتي يمكن أن تساهم في إحلال السلم والأمن الدوليين مثل توازن القوى، مراقبة انتشار الأسلحة التي تقع في دائرة الدمار الشامل والتي تبقى مقاربات قابلة للنقاش. This topic aims to study the phenomenon of international conflicts and its various implications, on the basis that there are those who see it as a natural phenomenon, while there is another researchers who describe it as a pathological case that characterizes the international system. This study derives its importance from being highlighting various trends in looking at the phenomenon of international conflicts and reviewing various concepts related to the concept of international conflict, such as the concepts of conflict, crisis, war and the concept of security ..., as well as the study's analysis of the relationship of those concepts to each other. Finally, to obtain a clear conceptual framework, we can define the concept of international conflicts. In the final part of the study, we will study various methods and mechanisms that can be used to manage and solve international conflicts along the lines of binding and non-binding diplomatic means that have contributed significantly and in many cases of international conflict to its management and resolution, in addition to presenting a number of policies And strategies that can contribute to international peace and security, such as the balance of powers, monitoring the proliferation of weapons that fall into the cycle of mass destruction and which remain negotiable approaches |
