| المستخلص: | خطاب الكراهية يعبر عن جانب سالب في طبيعة الإنسان ناتج عن تراكمات فطرية، نفسية، اقتصادية، اجتماعية ومعرفية تطغى على طبيعة السماحة وفضيلة العفو والإنصاف لتنتج ظلما وبغضا مقيتا وانتقاما وكراهية مدمرة على مستوى الفرد والمجتمع والدول. ويكون أثر خطاب الكراهية أعظم خطرا وأشد تأثيرا عندما يتخذ وسائل ذات قدسية واحترام اجتماعي وروحي وإنساني واسع مثل الأديان وقيم العدالة وسلطة الحق، ويوظفها بشكل خاطئ لبث الكراهية. لكن لحسن الحظ أن خطاب الكراهية يمكن مجابهته عبر سن التشريعات وتعزيز قيم العدل والمساواة وقيم التدين الراشدة. وهو ما عملت على إبرازه الورقة، حيث عملت الورقة على التعريف بمفهوم خطاب الكراهية وعلاقته ببعض المفردات المشابهة. وناقشت الورقة خطاب الكراهية لدي أتباع الديانات السماوية. وتم عرض محتوى المواثيق الدولية والإقليمية في خطاب الكراهية. وقد تناولت الورقة آثار خطاب الكراهية والفرص المتاحة لمجابهته. وفق المنهج الاستقصائي التحليلي-هدفت الدراسة في مجملها إلى تحقيق قدر عال من المعرفة بمحتوى خطاب الكراهية وتأثيراته على المستويات المختلفة في حياة الفرد والجماعة والدولة والعالم بأسره. حيث تبرز من خلال ذلك أهمية الدراسة في إبراز تأثير خطاب الكراهية علي الأمن والسلام على كافة مستوياته وتفريعاته. وقد خلصت الدراسة إلى ضبط وتحديد مفهوم خطاب الكراهية، وبيان ارتباطه بخلق الإنسان ومدلول الفطرة، علاوة علي أخذ خطاب الكراهية لجملة من الأشكال والصور وما يترتب عليه من آثار وإمكانية مدافعته والحد من مخاطرة آثاره. Hate speech expresses a negative aspect in human nature resulting from innate, psychological, economic, social and cognitive accumulations that overwhelm the nature of tolerance and the virtue of forgiveness and fairness to produce injustice and abhorrent hatred, revenge and destructive hatred at the level of the individual, society and countries. The impact of hate speech is more dangerous and more effective when it takes means with sanctity and broad social, spiritual and human respect, such as religions, the values of justice and the authority of truth, and uses them wrongly to spread hatred. But fortunately, hate speech can be confronted by enacting legislation and promoting the values of justice, equality and the rational values of religiosity. This is what I worked on highlighting in the paper, where the paper worked on defining the concept of hate speech and its relationship to some similar vocabulary. The paper discussed hate speech among the followers of the monotheistic religions. The content of international and regional conventions was presented in hate speech. The paper dealt with the effects of hate speech and the opportunities available to confront it. According to the analytical investigative approach - the study aimed in its entirety to achieve a high level of knowledge of the content of hate speech and its effects on different levels in the life of the individual, the group, the state and the world at large. Through this, the importance of the study emerges in highlighting the impact of hate speech on security and peace at all levels and ramifications. |
