| المستخلص: | هدفت الدراسة للتعرف إلى خصائص المدن الذكية، وأسس التحول لها، وتحليل أهم نماذج المدن الذكية عالميا وعربيا، إضافة إلى التعرف إلى دراسة مدى انطباق خصائص المدن الذكية على مدينة عمان وإمكانيات تحولها إلى مدينة ذكية. ولتحقيق الأهداف المرجوة تم الرجوع إلى البيانات والإحصاءات الصادرة عن كلية إدارة الأعمال السويسرية (IMD) وتحليلها، بالإضافة إلى الأبحاث المنشورة والكتب ذات العلاقة والمجلات المتخصصة والمحكمة، والمؤسسات ذات الصلة في الأردن. وتوصلت الدراسة إلى عدة نتائج أبرزها: أن تطبيق مفهوم المدن الذكية على مدينة عمان يتطلب عدة محاور وآليات ذكية في مجال التنقل والحوكمة والاقتصاد والمعيشة والمباني والمجتمع. كما أن تطبيق التنقل الذكي على مدينة عمان يمكن من خلال مراقبة المرور باستخدام الكاميرات، والاستغلال الكفء للطاقة، وخفض الانبعاثات الضارة، بالإضافة إلى تطبيق ذكي يوفر برامج إرشادية تشمل مواقع الأماكن وعناوينها خاصة للسياح للاستدلال على العناوين بكفاءة واختصار للوقت. أما إمكانية تطبيق الحوكمة الذكية على مدينة عمان فيكمن في تطوير نظام خدمات إلكترونية شامل ومتكامل في كافة الوزارات والمؤسسات، وتطوير الرقابة في عمليات تطوير الخدمات، بالإضافة إلى تحسين وصول المجتمع إلى الخدمات الاجتماعية والعامة. وتوصلت الدراسة إلى إمكانية تطبيق الاقتصاد الذكي على مدينة عمان من خلال اقتصاد تشاركي قائم على مشاركة الموارد البشرية والمادية بين الأفراد، والمؤسسات العامة. The study aimed to identify the characteristics of smart cities and to shed light on the foundations of transformation for smart cities as well as to classify the main smart cities in the world and in the Arab world. In addition, it aimed to identify the possibility of adopting smart cities characteristics on Amman. To achieve the study goals, the data and smart cities' index issued by the Institute for Management development (IMD), in Switzerland were used to determine the ranking of smart cities and their profiles around the world. The results showed that the possibility of applying smart cities to Amman requires several axes and smart mechanisms in the fields of mobility, governance, economy, living, buildings and society. The possibility of applying smart mobility to Amman city lies through traffic control using cameras, efficient use of energy, and the reduction of harmful emissions, in addition to a smart application that provides extension programs that include every location and address for tourists to find addresses efficiently. As for the possibility of applying smart governance to the city of Amman, it lies through the development of a comprehensive and integrated electronic services system in all ministries and institutions, and the development of oversight in service development processes, in addition to improving community access to social and public services. The study also showed the possibility of applying the smart economy to the city of Amman through sharing economy based on the sharing of human and material resources between individuals and public institutions. |
