المستخلص:تعتبر الرسائل المجهولة من أهم وسائل التبليغ عن الفساد الأكثر شيوعا وانتشارا في العالم، بالنظر إلى حسناتها وفوائدها الكثيرة والمختلفة سواء على صعيد المبلغ أو على السلطات القضائية التي يوفر لها حدا أدنى من ضمانات الحماية ومتابعة المبلغ الذي قد يصبح شاهدا في حالة معرفة هويته، لكن الخطر الأكبر في المسألة هو شخص المبلغ عنه والذي يكون في أحيان كثيرة ضحية وشاية كاذبة، أو بلاغات لإلحاق الضرر به، وتلطيخ سمعته وتعطيل مصالح الناس من خلال خلق رهبة وخوف لدى المسير مما يجعله يتريث كثيرا في إمضاء وإقرار الكثير من التعليمات الخاصة بالشأن العام، خاصة في عدم وجود ضمانات حماية لشخصه من المتابعة والزج به في الحبس المؤقت. الرسائل المجهولة كوسيلة للتبليغ عن الفساد هو موضوع هذه الورقة البحثية في مختلف أبعادها.
