| المستخلص: | إن طبيعة النظم السياسية الاتحادية بشكل عام تقوم على أساس تقسيم الأدوار وتوزيع الصلاحيات وفقاً لفقه دستوري قد يكون ثابتا من حيث طبيعة وشكل الأطر الدستورية المعتمدة في النظام السياسي، إذ يجب أن يكون هنالك تقسيم للأدوار السياسية بين الأطراف والقوى السياسية المشكلة لطبيعة النظام السياسي الاتحادي، وتوزيع للتخصصات السياسية والإدارية بين الدوائر السياسية والدستورية في إطار الدولة الواحدة، فمن المتعارف عليه أن هناك قلب سياسي وإداري ودستوري ضمن الوحدة الواحدة للدولة والنظام السياسي للدولة الاتحادية، فبجانب القلب اطراف وأجزاء سياسية وإدارية ودستورية تكون بأجمعها الوحدة السياسية الاتحادية في هذه الدولة أو تلك.
