| المستخلص: | شهد العالم خلال العقد الأخير من القرن العشرين وتحديدا بعد انهيار الاتحاد السوفيتي بروز القطبية الاحادية المتمثلة بالولايات المتحدة الأمريكية وأثرها الواضح في تسيير السياسية الدولية وعلى كافة المستويات، مما ولدت أسباب أدت إلى ظهور تكتلات سياسية واقتصادية وعسكرية إقليمية تهدف إلى إدارة شؤونها المتنوعة بمعزل عن السياسية الأمريكية، ومن هذه التكتلات هي منظمة شنغهاي للتعاون SCO، وهي منظمة إقليمية أوراسية تكونت من ستة دول اتفقوا على حل مشكلاتهم وتعزيز الدور الاقتصادي والتنموي فيما بينهم بمعزل عن قطبية الولايات المتحدة ضمن هيكل إداري خاصة بالمنظمة سعيا إلى تحقيق الأهداف المرسومة في إطار استراتيجي واضح المعالم. During the last decade of the twentieth century, specifically after the collapse of the Soviet Union, the world witnessed the emergence of the unipolar states represented by the United States of America and its clear impact on dominating the international and political discourses at all levels. Consequently, there were many regional, political, economic and military blocs that would manage their various affairs in isolation from American politics. Among these blocs is the Shanghai Cooperation Organization. It is a Eurasian regional organization consisting of six countries which agree to solve their problems and enhance the economic development independently from the polarity of the United States. Their agreement was signed within an administrative structure of the organization in pursuit of the goals set out in a strategic framework that was clearly recognized by the whole world. |
