| المستخلص: | لا يختلف الوضع في الدول العربية عن الوضع في بقية الدول النامية فيما تعلق باستعدادها للدخول إلى عصر تكنولوجيا المعلومات والاتصالات، فعلى مدى العقود الثلاث الأخيرة من القرن الماضي لم تكن المعلوماتية مؤهلة لتنتشر شعبيا في البلاد العربية، وذلك لأسباب اقتصادية واجتماعية وتكنولوجية، إذ كانت الحاسبات كبيرة الحجم وعالية التكلفة، وكان عددها قليل جدا ومع حلول اجتياح ثورة جديدة في مجال المعلوماتية في دول العالم بشكل عام والدول العربية بشكل خاص، أدى اندماج تكنولوجيا المعلومات وتكنولوجيا الاتصالات إلى ظهور شبكات المعلومات ومن أهمها شبكة الإنترنت، وقد انتشر استخدام الإنترنت بشكل ملموس ودخلت التكنلوجيا في التعليم فقد حققت بعض الدول العربية تقدما ملموسا في هذا المجال فقد تم تحليل حالة الأردن ومناقشتها في الأدبيات، أما الوضع في العراق فهو لا يختلف عن البلدان العربية إذ كانت مؤشرات تكنلوجيا المعلومات والاتصال والخاصة في عدد الحواسيب والأنترنيت والكثافة الهاتفية منخفضة أيضا بالمقارنة مع بعض البلدان العربية وبعد عام 2003 أصبحت هناك تطورا ملموسا في مؤشري تكنلوجيا المعلومات والاتصال فيما يخص (الأنترنيت وخطوط الهاتف المحمول) أما بخصوص مؤشرات الاقتصاد المعرفي فقد شهدت تطورا ملموسا في كل من العراق والعالم العربي نظرا لظهور الاقتصاد المعرفي وتطور مؤشراته بشكل كبير وارتباطه في التعليم.
