| المستخلص: | تناولت الدراسة أهمية الإدارة العلمية في التخطيط الاستراتيجي في السودان. تمثلت مشكلة الدراسة في أن التخطيط الاستراتيجي في السودان يصطدم بمجموعة من المعوقات والتي من أبرزها عدم تطبيق للإدارة العلمية بصورة منهجية، للأمر يتطلب ضرورة وجود المقومات اللازمة لإنجاحه. بنيت الدراسة علي فرضيات إن التخطيط الاستراتيجي عملية ضرورية لتقدم وتطور الدولة، ولكن إذا تطورت الدولة بطريقة غير مخطط لها فمن الصعب المحافظة علي استمرار هذا التطور وبالتالي يكون عرضية للتراجع بصورة سريعة جداً ،نبعت أهمية الدراسة في أن التخطيط الاستراتيجي أصبح من أهم الأولويات لتحقيق التطور والنمو للدول المختلفة إذ بدونه لا يمكن الحديث عن التطور المستدام .هدفت الدراسة الإلمام بمفهوم الإدارة العلمية وإمكانية تطبيقها في السودان، اتبعت الدراسة المنهج التاريخي والتحليلي والوصفي والمنهج المقارن، خرجت الدراسة بعدة نتائج هناك غياب للرؤية الاستراتيجية لدى متخذي القرار بأهمية الإدارة العلمية في التخطيط الاستراتيجي القومي بالدولة وانعكاس ذلك على الأداء العام في المؤسسات المختلفة مما يؤدي إلى ضعف الأداء الوظيفي. أوصت الدراسة بضرورة الاهتمام بالتخطيط الاستراتيجي والإدارة العلمية وربطهم بأهداف الاستراتيجية القومية الشاملة وتحديد المجالات القطاعية للتخطيط الاستراتيجي. The study dealt with the importance of scientific management in strategic planning in Sudan. The problem of the study was that the strategic planning in Sudan confronted with a set of obstacles, the most prominent of which is the lack of systematic application of scientific management, 1920 t requires the need for the necessary elements to make it successful. The study was based on the assumptions that strategic planning is a necessary process for the progress and development of the state, but if the state evolves in an unplanned way it is difficult to maintain the continuation of this development, therefore, it is exposing to decline very quickly. The importance of the study stems from the fact that strategic planning has become one of the most important priorities for achieving the development and growth of different countries, without it, we cannot talk about sustainable development. The study aimed at gaining an understanding of the concept of scientific management and its applicability in Sudan, the study followed the historical, analytical, descriptive and comparative approach; the study concluded that there is a lack of strategic vision among decision makers regarding the importance of scientific management in the national strategic planning in the country, and its reflection in the overall performance in different institutions, which leads to poor job performance. The study recommended the need to pay attention to strategic planning and scientific management, and linking them to the objectives of the comprehensive national strategy and identify sectoral areas of strategic planning. |
