| المستخلص: | The objective of this study is to learn about participatory democracy in the context of local development, Cap-Del programed as a project to strengthen consultative governance, which is enshrined in the Algerian Constitution of 2016. This provided for in many of its provisions on the need to enshrine the fundamental axes they contain in the areas of local development at different levels. In particular, participatory democracy at the level of local and regional authorities, especially the commune, and promote the role of economic actors and civil society associations. For this reason, this study highlights Cap-Del from its definition, who its partners are, how it is financially, which pilot municipalities have been selected and on what basis these pilot municipalities have been selected, and who its different axes and aspirations are for supporting civil society. In order to better participate in the process of local governance and to explain how to integrate the project of dialogue, exchange and joint action between the target group and the different actors of the region, which is the commune. Finally, by reaching a conclusion that includes a comprehensive and global proposal with all local actors to support and strengthen this participatory democracy. NB: This study is very recent in the political scene and is still being monitored by the state, which has been extended until the end of the current year (December 2021). La présent travail est consacré à l’étude de la démocratie participative dans le cadre du développement local, «Cas d’un programme dit CapDel» Ce programme se considère comme étant un projet visant à renforcer la gouvernance consultative, promulguée en 2016 dans la Constitution algérienne. Chose que prévoient un bon nombre de ses dispositions ainsi que de la nécessité de consacrer les axes fondamentaux qu’elles contiennent dans les domaines du développement local à différents niveaux. En particulier, la démocratie participative au niveau des collectivités locales et régionales notamment la commune, et promouvoir le rôle des acteurs économiques et des associations de la société civile. Pour cette raison, cette étude met en évidence -CapDel- en s’interrogeant sur sa définition, ses partenaires, son mode de financement, quelles sont les communes pilotes qui ont été choisies et sur quelle base ces dernières ont été sélectionnées. En outre, il prend en mesure ses différents axes et aspirations pour soutenir la société civile. Et dans le but de mieux participer au processus de gouvernance locale en outre expliquer comment intégrer le projet de dialogue d’échange, d’action commune entre le groupe cible et les différents acteurs de la région (la commune). Enfin, pour arriver à une conclusion qui comporte une proposition complète et globale avec tous les acteurs locaux pour soutenir et renforcer cette démocratie participative. NB: la présente étude est contemporaine dans le domaine politique, elle est perpétuellement suivie par l’Etat et qu’elle était prolongée jusqu’ à la fin de l’année en cours (décembre 2021). |
