المستخلص:The global tendency to settle disputes by force of arms and wars, and to occupy the lands of others by force, is still the dominant position, especially among the major countries in the world. Examples of that are numerous during the past decades, such as the American war on Afghanistan and Iraq and the heavy-armed Russian military intervention in Syria, without neglecting the British, French and Italian occupation of many regions in the world, and before that, the First and Second World Wars, and followed by the Zionist war of Palestine under the direct British auspices. In light of the openness of the world in all its continents to massive economic globalization, any war has become a crisis for the global economy as a whole, with varying effects on different countries and continents, which makes predicting the results and repercussions of social, humanitarian, demographic, security and economic war, and even on health and education. Therefore, the continuation of war by accepting the use of destructive military force in resolving political differences at the level of strong countries and often attacking weak countries is a matter of concern to the general international system and human civilization. The alarm that afflicts the world can be justified by the fears of the economic repercussions of the Russian-Ukrainian war. We are witnessing large numbers of refugees and the significant impacts on infrastructure, security, and the economic, health, and general educational situation, and this requires an international effort to stop the war and disputes peacefully through negotiations and the application mechanism to avoid many Countries to engage in direct military action in the war. Therefore, it must be emphasized that the civilized intellectual vision must be based on the Islamic and Arab civilizational concepts, based on the fact that war and weapons are the last means necessary to deter aggressors and that resorting to destructive force constitutes an attack on humanity, and preserving the freedoms of human is an essential stone in Human civilization interaction. Whoever is victorious in any war, his material and human losses are costly, and this will be reflected in food chains and energy imports, which means that the two sides of any war of this kind lose in the civilized human concept, even if one of them wins in the abstract military concept. What is required today in the international system is what Arab leaders should adopt, by emphasizing the importance of nuclear disarmament from all countries of the world, raising the value of the human and ethical dimension, enjoying a spirit of responsibility, not taking sides with any warring axes, and preventing the outbreak of armed conflicts, unless they are occupied by military force by an external force, raising the slogan of civilized peace, and quickly encircling several just causes whose people are subject to grievances and violent and cruel occupation, as is the case with the Israeli occupation, and the adoption of the rules and principles of Islamic thought, regarding the rules of wars that prohibit the killing of children, women and the elderly, and the prevention of demolishing the role of Worship or assault on nature, and the prevention of attacks on all civil facilities.
