| المستخلص: | لقد قضت حكمة الله تعالى ألا يؤمن أهل الأرض كليم جميعا، مما جعل قضية التعايش بين المسلمين وغيرهم أمرا ذا أهمية بالغة، لذلك استهدفت هذه الدراسة معالجة جانب من هذه القضية غاية في الأهمية ألا وهو "الأمن المجتمعي لغير المسلمين" وما وضعت له الشريعة الإسلامية من الضمانات التي تكفل تحقيقه لغير المسلمين؛ وذلك من خلال الربط بين مستهدف الأمن المجتمعي ونتائجه، وبين المقاصد الخمس التي جاءت بها الشريعة الإسلامية من لدن حكيم عليم وهي: حفظ الدين وإقامته، وحفظ النفس، وحفظ العقل الإنساني، ثم حفظ النسل، فحفظ المال، الأمر الذي يبين تأكيد الشريعة الإسلامية على الأخذ بمبدأ العدل والمساواة بين المسلمين وغيرهم، وذلك بإنزال العقوبات الرادعة لكل من تسول له نفسه الاعتداء على حقوق غير المسلمين ضمانا لتحقيق قضية الأمن المجتمعي لهم بكافة عناصره وصوره. The wisdom of God Almighty has decreed that not all people of the earth believe, which made the issue of coexistence between Muslims and others a matter of great importance, so this study aimed to address an aspect of this issue of great importance, which is “community security for non-Muslims” and what the Islamic Shariah has laid down for it. The guarantees that ensure its achievement for non-Muslims, by linking the goal of societal security and its results. And among the five purposes that Islamic Shariah brought from a wise and knowledgeable person, which are: preserving and establishing religion, preserving the soul, preserving the human mind, then preserving offspring, and preserving money, which shows the emphasis of Islamic law on adopting the principle of justice and equality between Muslims and others, and that is by inflicting penalties Deterrent to anyone who is tempted to attack the rights of non-Muslims in order to ensure the achievement of the issue of societal security for them in all its elements and forms. |
