| المستخلص: | بالنظر لتعدد حاجات وطموحات الشعوب وتنوع قدرات وإمكانيات الدول الفقيرة منها والغنية. فقد تنوعت مجالات وأساليب التعاون الدولي، وفي الواقع لقد أوجز ميثاق الأمم المتحدة مجالات التعاون الدولي هذه التي احتوتها المادتان 1، 2 من الميثاق: ١-حفظ السلم والأمن الدوليين: إذ يتعين على الدول العمل على استقرار الأمن والسلم في العالم، والتزام الحلول السلمية للمشكلات التي تعترضها. ٢-حقوق الأنسان وحرياته: إذ يوجب الميثاق على الدول أن تتعاون فيما بينها وبين المنظمات المعنية كافة على حماية وصيانة حقوق الإنسان والحريات الأساسية من دون أي تمييز لأي سبب كان. ٣-تدعيم العلاقات الودية فيما بين الدول والاعتراف بالمساواة التامة بينهما، ولو نظريا حتى/ الأمر الذي سيسهل بلوغ الغايات المختلفة التي أشار لها الميثاق، ومنها موضوع الحديث في هذا المبحث. أهمية البحث التعاون الدولي في مجال التسليم المراقب وتسليم المجرمين مهمان جدا في تحقيق هدف حماية حقوق الإنسان وتحقيق السلم الدولي. وهما من أهم الآليات القانونية والقضائية في الوقت ذاته. يسهلان تعقب الجناة وملاحقتهم والقبض عليهم ومن ثم تسليمهم ومحاكمتهم عن ارتكابهم لصور جرائم المخدرات سالفة الذكر، وعليه سيكون الحديث في المطلبين الآتيين عن كل من التسليم المراقب في مبحث أول. وتسليم المجرمين في جرائم المخدرات والجريمة المنظمة في مبحث ثاني.
