| 520 | |a المخدرات آفة اجتماعية وهي مادة قاتلة ومخربة لعقول البشرية وخاصة الشباب ومهدمة ومفككة لأركان المجتمع لأنها تتسبب في العديد من المشكلات الصحية والنفسية والاقتصادية والسياسية وهي من المشكلات الجديدة التي ظهرت بعد غزو العراق ٢٠٠٣. هذه الأفة غير موجودة في العراق قبل هذه السنة وأن انتشارها لم يعد خافي على الدولة المبتلات بانفتاح حدودها على الشرق والغرب وعلى الرغم من ما تبذله الدولة وأفراد المجتمع للتخلص من هذه المشكلة بفرض عقوبات على المدمنين ونبذهم اجتماعيا إلا أنها بدأت تزداد يوما بعد يوم بسبب التغيرات التي شهدها المجتمع العراقي الاجتماعية والاقتصادية والسياسية خاصة فئة الشباب حيث أخذوا يشكلون تنظيمات خاصة بهم ولها كيانها المتميز من حيث التداول والبيع والاستخدام. نظرا لما تتعرض لها محافظة البصرة من مشكلة حقيقية باتت تهدد أمنها الاقتصادي ووضعها الأمني بشكل ملحوظ ولذا سنتناول بالبحث مشكلة مهمة وخطيرة على المجتمع العراقي عامة وعلى البصرة منطقة الدراسة خاصة، ونحدد الهدف الذي يراد البحث تحقيقه حيث اهتمت الدراسة بالمشكلة وتناولتها بثلاث محاور مهمة أولها توضيح ماهية المخدرات، أنواعها ومن ثم الأسباب الرئيسية وراء مشكلة المخدرات وتوظيفها للوصول إلى نتائج مهمة في معالجة ظاهرة المخدرات وانتشارها بشكل كبير بين فئات الشباب والمشاكل التي نتجت عنها وبالتالي خرجت الدراسة بجملة من التوصيات والحلول المقترحة لمعالجة المشكلة أو على الأقل الحد من أثارها السياسية والاقتصادية والاجتماعية المدمرة. |b Drugs are a social evil, a substance that fatal and destroys the minds of omankind, especially the youth. It is destructive and disassembles the pillars of society because it causes many health, psychological, economic and political problems, and it is one of the new problems that emerged after the 2003 invasion of Iraq. This scourge did not exist in Iraq before this year and its spread is no longer hidden The state is afflicted with the openness of its borders to the East and the West, and despite what the state and community members do to get rid of this problem by imposing penalties on addicts and ostracizing them socially, but it began to increase day by day due to the social, economic and political changes that the Iraqi society witnessed, especially the youth group, where they began to form special organizations They have a distinct entity in terms of trading, sale and use. In view of the real problem that Basra governorate is facing, which threatens its economic security and its security situation significantly, therefore we will discuss with the research an important and serious problem for the Iraqi society in general and for Basra in the study area in particular, and define the goal that the research aims to achieve as the study focused on the problem and addressed it with three important axes, the first of which is to clarify what it is Drugs, their types, and then the main reasons behind the drug problem and its use to reach important results in addressing the phenomenon of drugs and its wide spread among youth groups and the problems that resulted from it. Therefore, the study came out with a set of recommendations and proposed solutions to address the problem or at least limit its devastating political, economic and social effects. | ||
